Available in PDF, EPUB and Kindle. Book excerpt: "At least 15 states are using federal stimulus dollars provided through the Temporary Assistance for Needy Families (TANF) Emergency Fund to assist the growing number of needy families that are homeless or at risk of becoming homeless because of the recession. The number of homeless families has increased for each of the last two years and the number of families in emergency shelters and transitional housing jumped 30 percent from 2007 to 2009.1 Similarly, the U.S. Department of Education reports a 20 percent increase in the number of homeless students for the 2008-2009 school year. This paper describes the opportunity that the TANF Emergency Fund provides for states, localities, or service providers to increase aid to fight homelessness; it also describes some state and local initiatives in this area."--Page 1.

These revenues are generally established through legislation or ordinance and nearly all come directly or indirectly from government sources. After an introduction, chapter 2 reviews the conditions that led to the creation of HTFs in the US and chapter 3 describes the main features of HTFs, including their sources of revenue & administration. Chapter 4 profiles a number of US HTFs, describing in greater detail their background, purpose, revenues, administration, and accomplishments. Chapters 5 & 6 profile some corresponding HTFs in Canada and some other similar funds, both existing & under consideration.
