Book excerpt: In 2006, the U.S. Agency for International Development (USAID) outlined for Congress its five-year health research strategy.1 On an annual basis, the Agency's Research Report to Congress has reported on progress in the development and introduction of affordable health products, policies, and practices appropriate for addressing health-related concerns in the developing countries and countries in transition listed in Table 1 below. This 2010 Report to Congress: Health-Related Research and Development Activities at USAID is the final annual update on the results of the Agency's 2006-2010 health research strategy; in 2011, the report will provide an assessment of the five-year strategy as the foundation for a new strategy. USAID assesses health conditions in developing countries and develops, tests, adapts, and introduces appropriate products and interventions within the context of strengthening local health systems. This role under the current health research strategy fits well within the objectives of two initiatives: the Global Health Initiative and Feed the Future. To achieve the greatest health impact, USAID engages with multiple partners - including the U.S. Centers for Disease Control and Prevention (CDC), the National Institutes of Health, the Department of Defense, multilateral and donor agencies, foundations, partner country governments, universities, nongovernmental organizations, and commercial-sector partners - to address country-specific issues, resolve global challenges, and establish the evidence base for the development of consensus on technical and policy issues. For the first time, the 2010 Research Report to Congress includes a description of research on Emerging Public Health Threats, reflecting a need for the development of comprehensive aggressive disease detection and response capacities, particularly in geographic areas where new, emerging, or re-emerging disease threats that have an impact on human health are likely to surface.

Book excerpt: This report reviews the U.S. Agency for International Development's (USAID) fiscal year 2000 performance report and fiscal year 2002 performance plan to assess the agency's progress in achieving selected key outcomes that are important to the agency's mission. GAO found that although USAID reported progress toward achieving the selected outcomes, the extent of the progress is unclear because the agency based its support on disaggregated and, in some cases, out-of-date and selective data. Unlike past years when USAID issued separate performance reports and performance plans, the agency issued a performance overview supplemented by more detailed data in the fiscal year 2000 budget justification to Congress, both of which incorporated elements of performance reporting and planning. In the fiscal year 2000 Performance Overview, USAID based its statements of progress on self-reported fiscal year 1999 performance data provided by individual USAID missions. In addition, USAID reported progress toward achieving agency goals and objectives by relying on selected information about an individual country's missions' performance. Although USAID reported detailed fiscal year 2000 performance data at the operating unit level in its budget justification, those data were not aggregated to summarize progress toward agency objectives.
