Book excerpt: This report focuses on understanding key issues related to poverty, vulnerability and social policy in the context of a changing Uruguayan economy. Because the country is highly urbanized (90 percent), and data on rural areas are scant, most of the analysis in this study focuses on urban areas. Chapter 1 presents a profile of poverty and its trends in the nineties using household survey data. Chapter 2 looks at changes in the structure of the economy and the link with problems of unemployment, underemployment, and labor insecurity over the past decade. Chapter 3 focuses on the specific issues of marginalization and vulnerability based on a qualitative study carried out in poor urban neighborhoods surrounding Montevideo. Chapter 4 analyzes Government social expenditures, with particular emphasis on how effective these expenditures are at reaching the poor and meeting the needs of vulnerable groups. Background papers with detailed analysis are also available under separate cover. Policy recommendations are included in this summary.

Book excerpt: During the country's dictatorship from 1973 to 1985, Uruguayans suffered under crushing repression, which included the highest rate of political incarceration in the world. In Of Light and Struggle, Debbie Sharnak explores how activists, transnational social movements, and international policymakers collaborated and clashed in response to this era and during the country's transition back to democratic rule. At the heart of the book is an examination of how the language and politics of human rights shifted over time as a result of conflict and convergence between local, national, and global dynamics. Sharnak examines the utility and limits of human rights language used by international NGOs, such as Amnesty International, and foreign governments, such as the Carter administration. She does so by exploring tensions between their responses to the dictatorship's violations and the grassroots struggle for socioeconomic rights as well as new social movements around issues of race, gender, religion, and sexuality in Uruguay. Sharnak exposes how international activists used human rights language to combat repression in foreign countries, how local politicians, unionists, and students articulated more expansive social justice visions, how the military attempted to coopt human rights language for its own purposes, and how broader debates about human rights transformed the fight over citizenship in renewed democratic societies. By exploring the interplay between debates taking place in activists' living rooms, presidential administrations, and international halls of power, Sharnak uncovers the messy and contingent process through which human rights became a powerful discourse for social change, and thus contributes to a new method for exploring the history of human rights. By looking at this pivotal period in international history, Of Light and Struggle suggests that discussions around the small country on the Río de la Plata had global implications for the possibilities and constraints of human rights well beyond Uruguay's shores.

Book excerpt: The population of Uruguay is undergoing a slow but sustained aging process, driven by the demographic transition that started early in the twentieth century. While this reflects significant improvements in mortality and fertility trends, it also creates important challenges for the fiscal sustainability of some social policies and the economic trends in the medium and long term. Uruguay is currently going through the “demographic bond†? stage of this process, as the proportion of the population aged between 15 and 65 years old is peaking. This temporary situation creates the possibility of increasing the endowment of capital and labor force and entering a path of sustained economic growth. For this to happen, it is necessary to generate institutional, financial and fiscal conditions that promote larger savings and investment, to increase the productivity of the economy and sustain per capita GDP growth. This book studies the opportunities and challenges that the demographic transition poses for Uruguay ́s economy. Once the demographic bond has passed, population aging will have a significant impact on fiscal accounts, especially in social protection expenditures. This represent a serious policy challenge, demanding reforms to adapt the institutions and systems to a new demographic context. The main challenge for Uruguay in the next few decades will be to maintain a solid economic growth path in the context of a diminishing working-age population. This will require that labor force participation rates increase, particularly among women and older citizen, but also that those in the labor market increase their productivity. This will be achieved only through sustained growth of capital per worker ratio and the incorporation of innovations and technological developments that facilitate increased production of goods and services for the entire population.

It compares and empirically tests two perspectives for understanding national ethnic enumeration practices in a global context based on national census questionnaires and population registration forms for over 200 countries between 1990 to 2006. Next, the book explores enumeration and identity politics with chapters that cover the debate on ethnic and racial statistics in France, ethnic and linguistic categories in Québec, Brazilian ethnoracial classification and affirmative action policies and the Hispanic/Latino identity and the United States census.
