The country’s rapid urban population growth and expansion is examined in relation to the account of its recent urban economic growth in order to seek for ways to finance urban development, particularly the provision of urban public goods and services. The objective of this analytical program is to provide diagnostic tools to inform policy dialogue and investment priorities on urbanization. This report serves the critical and timely purpose of focusing attention on the challenges and opportunities of urbanization in Nigeria. The executive summary at the front summarizes the key trends of Nigeria’s urbanization and sets out a framework to structure core urban challenges in view of underlying causes. Detailed analyses follow in the subsequent four chapters. In Chapter 1, the dynamics of Nigeria’s urbanization process are presented, with particular attention to the country’s rapid urban population growth, the very large-scale urban expansion, and the stubborn persistence of high levels of urban poverty, inequality and regional disparity. Chapter 2 provides an account of Nigeria’s recent urban economic growth, in view of the nature of the concentration of economic activity across the country’s states and cities, and of the limited performance of urban and regional economies in generating higher levels of employment and improving business climates. Chapter 3 turns to description and assessment of land management, urban planning and housing provision procedures and systems, which face a variety of challenges with regard to costs, affordability, capacity, equity and efficiency. Finally, Chapter 4 deals with the financing of urban development, particularly the provision of urban public goods and services, which is in need of both substantial finance and institutional and systemic improvements and reform.

Book excerpt: The main goal of this book is to put urbanization and its challenges squarely on Africa’s development agenda. Planned urbanization can improve living conditions for the majority, help in the expansion of the middle class, and create conditions for economic transformation. However, many African cities have developed haphazardly, resulting in the decline of public services, in slum proliferation, and increases in poverty. African cities thrive on activities characterized by easy entry and low productivity, generally referred to as the "informal sector". Indeed, today some urban dwellers are poorer than their cousins in the countryside. In spite of reform attempts, many governments have not been able to create an enabling environment, with adequate infrastructure and institutions to sustain markets for easy exchange and production. This study argues that with careful policies and planning, the situation can be changed. If the recent natural resource-led economic boom that we have seen in many African countries is used for structural reforms and urban renewal, African cities could become centers of economic opportunity. The challenge for African policymakers is to ensure that urban development is orderly and that the process is inclusive and emphasizes the protection of the environment, hence green growth.

Urbanization is one of Africa mega trends with profound implications for the social, economic, environmental dimensions of growth and transformation. Theory and experience demonstrate that industrialization and urbanization can be mutually reinforcing processes. It is therefore imperative to explore the linkages between urbanization and industrialization given the profound implications for structural transformation in Africa. So far, current policy narratives and frameworks on structural transformation and industrialization in Africa have largely failed to factor in the spatial and urban dimensions of industrialization, and in particular the advantages presented by productivity enhancement and agglomeration effects generated by cities. Yet, the nexus between urbanization and industrialization is of particular relevance for Agenda 2063 and the 2030 Agenda on Sustainable Development. Both agendas recognize urbanization as a critical factor for sustainable development. It is also important to consider urbanization and industrialization in light of Africa's engagement with the Third United Nations Conference on Housing and Sustainable Urban Development (Habitat III) to be held in Quito, Ecuador in October 2016. In this context, African policy makers have clearly recognized urbanization as an engine of structural transformation for inclusive and sustainable growth.

In this forcefully argued book, Milton Santos shows that contemporary explanations of urbanization and spatial organization in underdeveloped countries are inadequate. This failure is attributable to their origins in theories elaborated to explain the development of advanced Western societies. Santos' work provides the basis for the new theory which is so badly needed. He describes the urban economy in these countries in terms of two circuits of activity – an upper circuit consisting of those enterprises and structures which are based on modern technology and are oriented towards the advanced capitalist world, and a lower circuit comprised of more traditional processes and forms of exchange. The dialectical interaction of these two circuits is seen to generate the patterns of growth, forms of State intervention and, above all, the spatial organization characteristic of Third World economies. This was a revision and translation of L’Espace Partagé (1975).
