Book excerpt: Water is an essential element in the future of cities. It shapes cities’ locations, form, ecology, prosperity and health. The changing nature of urbanisation, climate change, water scarcity, environmental values, globalisation and social justice mean that the models of provision of water services and infrastructure that have dominated for the past two centuries are increasingly infeasible. Conventional arrangements for understanding and managing water in cities are being subverted by a range of natural, technological, political, economic and social changes. The prognosis for water in cities remains unclear, and multiple visions and discourses are emerging to fill the space left by the certainty of nineteenth century urban water planning and engineering. This book documents a sample of those different trajectories, in terms of water transformations, option, services and politics. Water is a key element shaping urban form, economies and lifestyles, part of the ongoing transformation of cities. Cities are faced with a range of technical and policy options for future water systems. Water is an essential urban service, but models of provision remain highly contested with different visions for ownership of infrastructure, the scale of provision, and the level of service demanded by users. Water is a contentious political issue in the future of cities, serving different urban interests as power and water seem to flow in the same direction. Cities in Africa, Asia, Australia, Europe and South America provide case studies and emerging water challenges and responses. Comparison across different contexts demonstrates how the particular and the universal intersect in complex ways to generate new trajectories for urban water.

Proponents argued that the private sector could provide better services at lower costs than governments; opponents questioned the risks involved in delegating control over a life-sustaining resource to for-profit companies. Private-sector activity was most concentrated—and contested—in large cities in developing countries, where the widespread lack of access to networked water supplies was characterized as a global crisis. In Privatizing Water, Karen Bakker focuses on three questions: Why did privatization emerge as a preferred alternative for managing urban water supply? Can privatization fulfill its proponents' expectations, particularly with respect to water supply to the urban poor? And, given the apparent shortcomings of both privatization and conventional approaches to government provision, what are the alternatives? In answering these questions, Bakker engages with broader debates over the role of the private sector in development, the role of urban communities in the provision of "public" services, and the governance of public goods. She introduces the concept of "governance failure" as a means of exploring the limitations facing both private companies and governments. Book excerpt: This book examines water remunicipalization in Cochabamba since the Water War, offering innovative methodological and theoretical conceptualizations of what it means to be "public," helping to move debates on water services beyond the paralyzing binary of public versus private with a focus on the contested terrain of community engagement around water services. The Cochabamba Water War of 2000 brought together city residents of all stripes to mobilize against water privatization and gain back public control of the city’s water utility. This event catapulted anti-privatization movements around the world, but two decades later, the water movement’s vision of democratic water provision remains largely unfulfilled and the city suffers from a protracted water crisis. Building a typology of participation, this book explores the difficulty in rebuilding a strong public water service in Cochabamba by analyzing the different, and often incompatible, understandings and interpretations of social control and public participation. Applying this framework to the Bolivian context, and more specifically to the water and sanitation sector in Cochabamba, the book uncovers whose interests are served, and which groups are included or excluded from decision-making and access to water. This exercise illustrates how, in their implementation, participatory practices are not linear and can be distorted or appropriated towards different ends. This book will be of great interest to students and scholars of water governance, natural resource management, public policy, social movements and Latin American studies.

In the first topic, the multi-objective optimization of interventions on the network is presented to find trade-off solutions between costs and efficiency. In the second topic, methodologies are presented to simulate and predict demand and to simulate network behavior in emergency scenarios. In the third topic, a methodology is presented for the multi-objective optimization of pump-as-turbine (PAT) installation sites in transmission mains. In the fourth topic, methodologies for pipe burst identification and leakage reduction are presented. As for the urban drainage systems (UDSs), the two explored topics are asset management, with a system upgrade to reduce flooding, and modeling of flow and water quality, with analyses on the transition from surface to pressurized flow, impact of water use reduction on the operation of UDSs, and sediment transport in pressurized pipes. Book excerpt: This open access book reviews the water-agro-food and socio-eco-system of the Seine River basin (76,000 km2), and offers a historical perspective on the river’s long-term contamination. The Seine basin is inhabited by circa 17 million people and is impacted by intensive agricultural practices and industrial activities. These pressures have gradually affected its hydrological, chemical and ecological functioning, leading to a maximum chemical degradation between the 1960s and the 1990s. Over the last three decades, while major water-quality improvements have been observed, new issues (e.g. endocrine disruptors, microplastics) have also emerged. The state of the Seine River network, from the headwaters to estuary, is increasingly controlled by the balance between pressures and social responses. This socio-ecosystem provides a unique example of the functioning of a territory under heavy anthropogenic pressure during the Anthropocene era. The achievements made were possible due to the long-term PIREN Seine research program, established in 1989 and today part of the French socio-ecological research network “Zones Ateliers”, itself part of the international Long-term Socio-economic and Ecological Research Network (LTSER). Written by experts in the field, the book provides an introduction to the water budget and the territorial metabolism of the Seine basin, and studies the trajectories and impact of various pollutants in the Seine River. It offers insights into the ecological functioning, the integration of agricultural practices, the analysis of aquatic organic matter, and the evolution of fish assemblages in the Seine basin, and also presents research perspectives and approaches to improve the water quality of the Seine River. Given its scope, it will appeal to environmental managers, scientists and policymakers interested in the long-term contamination of the Seine River.
