The report identifies program areas that may require future change or action, including continued efforts to address turbidity and responding to changes in reservoir water quality as a result of climate change.

Book excerpt: In 1997, New York City adopted a mammoth watershed agreement to protect its drinking water and avoid filtration of its large upstate surface water supply. Shortly thereafter, the NRC began an analysis of the agreement's scientific validity. The resulting book finds New York City's watershed agreement to be a good template for proactive watershed management that, if properly implemented, will maintain high water quality. However, it cautions that the agreement is not a guarantee of permanent filtration avoidance because of changing regulations, uncertainties regarding pollution sources, advances in treatment technologies, and natural variations in watershed conditions. The book recommends that New York City place its highest priority on pathogenic microorganisms in the watershed and direct its resources toward improving methods for detecting pathogens, understanding pathogen transport and fate, and demonstrating that best management practices will remove pathogens. Other recommendations, which are broadly applicable to surface water supplies across the country, target buffer zones, stormwater management, water quality monitoring, and effluent trading.

Flooding is a global phenomenon that claims numerous lives worldwide each year. When flooding occurs in urban areas, it can cause substantial damage to property as well as threaten human life. In addition, many more people must endure the homelessness, upset and disruption that are left in the wake of floods. The increased frequency of flooding in the last few years, coupled with climate change predictions and urban development, suggest that these impacts are set to worsen in the future. How we respond and importantly, adapt to these challenges is key to developing our long-term resilience at the property, community and city scale. Apart from the physical damage to buildings, contents and loss of life, which are the most obvious, impacts of floods upon households, other more indirect losses are often overlooked. These indirect and intangible impacts are generally associated with disruption to normal life as well as long-term health issues including community displacements and stress-related illnesses. Flooding represents a major barrier to the alleviation of poverty in many parts of the developing world, where vulnerable communities are often exposed to sudden and life-threatening events. As our cities continue to expand, their urban infrastructures need to be re-evaluated and adapted to new requirements related to the increase in population and the growing areas under urbanization. The papers contained in this book consider these problems and deals with two main urban water topics: water supply systems and urban drainage.

Firstly, it attempts to understand household water service delivery scenarios in urban India, drawing from case studies based on our household survey in four cities – Ahmedabad, Bangalore, Kochi and Hyderabad. Secondly, it examines the question of existing socio-economic inequality and access to water in an urban context in India. While dealing with the issue of inequality and access to water, it attempts to explore the question of whether access to water and water scarcity is socially neutral; whilst also analysing the mechanisms employed by the urban poor to manage their daily water needs. Thirdly, this book explores the role of institutions for efficient and effective delivery of water in urban India. The institutional analysis from a comparative perspective provides important insights to guide current reforms in domestic water supply in India, especially in a neo-liberal context. The book is a valuable resource for academicians, policy makers and practitioners involved in water governance in general and domestic (drinking) water supply in particular.
