Book excerpt: The democratic opening presented by Nigeria's successful transition to civil rule (June 1998 to May 1999) unleashed a host of hitherto repressed or dormant political forces. Unfortunately, it has become increasingly difficult to differentiate between genuine demands by these forces on the state and outright criminality and mayhem. Post-transition Nigeria is experiencing the proliferation of ethnic militia movements purportedly representing, and seeking to protect, their ethnic interests in a country, which appears incapable of providing the basic welfare needs of its citizens.It is against the background of collective disenchantment with the Nigerian state, and the resurgence of ethnic identity politics that this research interrogates the growing challenge posed by ethnic militias to the Nigerian democracy project. The central thesis is that the over-centralization of power in Nigeria 's federal practice and the failure of post-transitional politics in genuinely addressing the "National Question," has resulted in the emergence of ethnic militias as a specific response to state incapacity. The short- and long-term threats posed by this development to Nigeria 's fragile democracy are real, and justify the call for a National Conference that will comprehensively address the demands of the ethnic nationalities.

It is also founded on the protection of the rights of minority groups to political participation, social inclusion and economic resources. Maintaining this tenuous balance between majority rule and minority rights has, in the decades since independence, become the key national question in many African countries, perhaps none more so than Nigeria. This volume explores these issues, focusing on four key themes as they relate to minority rights in Nigeria: ethnic and religious identities, nationalism and federalism, political crises and armed conflicts.

Nigeria's Fourth Republic has survived longer than any of the previous three Republics, the most durable Republic in Nigeria's more than six decades of independence. At the same time, however, the country has witnessed sustained periods of violence, including violent clashes over the imposition of Sharia'h laws, insurgency in the Niger Delta, inter-ethnic clashes, and the Boko Haram insurgency. This important book delves deeper into complex issues of space, languages, conflict, security, nation-building, war on terror, secession, migration, citizenship, militias, liberation, violence and Pan-Africanism.

Addressing persistent gaps in anthropological studies of the subaltern and of "big men" in politics through in-depth biography and rich social history, Wale Adebanwi follows Adams and other major figures in Nigeria's Oodua People's Congress (OPC) over two decades of ethnographic study and visual representations.
