In Mega-Projects, Alan Altshuler and David Luberoff analyze the unprecedented wave of large-scale (mega-) public investments that occurred in American cities during the 1950s and 1960s; the social upheavals they triggered, which derailed large numbers of projects during the late 1960s and early 1970s; and the political impulses that have shaped a new generation of urban mega-projects in the decades since. They also appraise the most important consequences of policy shifts over this half-century and draw out common themes from the rich variety of programmatic and project developments that they chronicle. The authors integrate narratives of national as well as state and local policymaking, and of mobilization by (mainly local) project advocates, with a profound examination of how well leading theories of urban politics explain the observed realities. The specific cases they analyze include a wide mix of transportation and downtown revitalization projects, drawn from numerous regions—most notably Boston, Denver, Los Angeles, New York City, Chicago, Atlanta, Dallas, Portland, and Seattle. While their original research focuses on highway, airport, and rail transit programs and projects, they draw as well on the work of others to analyze the politics of public investment in urban renewal, downtown retailing, convention centers, and professional sports facilities. In comparing their findings with leading theories of urban and American politics, Altshuler and Luberoff arrive at some surprising findings about which perform best and also reveal some important gaps in the literature as a whole. In a concluding chapter, they examine the potential effects of new fiscal pressures, business mobilization to relax environmental constraints, and security concerns in the wake of September 11. And they make clear their own views about how best to achieve a balance between developmental, environmental, and democratic values in public investment decisionmaking. To take just one example, Casablanca’s medina is now obscured behind skyscrapers that are funded by global capital and encouraged by Morocco’s monarchy, which hopes to transform this city into a regional leader of finance and commerce. Such changes have occurred throughout Morocco. Megaprojects are redesigning the cityscapes of Rabat, Tangiers, and Casablanca, turning the nation’s urban centers into laboratories of capital accumulation, political dominance, and social control. In Globalized Authoritarianism, Koenraad Bogaert links more abstract questions of government, globalization, and neoliberalism with concrete changes in the city. Bogaert goes deep beneath the surface of Morocco’s urban prosperity to reveal how neoliberal government and the increased connectivity engendered by global capitalism transformed Morocco’s leading urban spaces, opening up new sites for capital accumulation, creating enormous class divisions, and enabling new innovations in state authoritarianism. Analyzing these transformations, he argues that economic globalization does not necessarily lead to increased democratization but to authoritarianism with a different face, to a form of authoritarian government that becomes more and more a globalized affair. Showing how Morocco’s experiences have helped produce new forms of globalization, Bogaert offers a bridge between in-depth issues of Middle Eastern studies and broader questions of power, class, and capital as they continue to evolve in the twenty-first century.

However, megaproject evaluation has hitherto largely adopted a linear-rationalist perspective to explain the frequent failure of such projects to meet the ‘iron triangle’ of performance criteria: delivering on time, within budget, and according to specifications. This approach recommends greater control and accountability to remedy megaproject ‘pathologies’. Drawing on empirical examples mainly from the transport sector and radioactive waste disposal, this book offers new perspectives to megaproject evaluation. Comprising contributions from leading experts in project evaluation and appraisal, this collection opens up new avenues by suggesting two ways of improving megaproject evaluation: 1) approaches that go beyond the dominant linearrationalist notion of policy processes, and emphasise instead the objective of opening up appraisal processes in order to enhance learning and reflexivity; and 2) approaches that extend evaluative criteria beyond the ‘iron triangle’, to cover the various socioeconomic impacts and preconditions for project success. We are told that we must be prepared. The solution is simple, they say. Mega-urbanization is an opportunity for economic growth and prosperity. Therefore we must build big, build new and build fast. With contributions from an international range of established and emerging scholars drawing upon real-world examples, Mega-Urbanization in the Global South is the first to use the lens of speed to examine the postcolonial ‘urban revolution’. From the mega-urbanization of Lusaka, to the production of satellite cities in Jakarta, to new cities built from scratch in Masdar, Songdo and Rajarhat, this book argues that speed is now the persistent feature of a range of utopian visions that seek to expedite the production of new cities. These ‘fast cities’ are the enduring images of postcolonial urbanism, which bypass actually existing urbanisms through new power-knowledge coalitions of producing, knowing and governing the city. The book explores three main themes. Part I examines fast cities as new urban utopias which propagate the illusion that they are ‘quick fix’ sustainable solutions to insulate us from future crises. Part II discusses the role of the entrepreneurial state that despite its neoliberalisation is playing a key role in shaping mega-urbanization through laws, policies and brute force. Part III finally delves into how fast cities built by entrepreneurial states actually materialise at the scale of regional urbanization rather than as metropolitan growth. This book explores the contradictions between intended and unintended outcomes of fast cities and points to their fault lines between state sovereignty, capital accumulation and citizenship. It concludes with a vision and manifesto for ‘slow’ and decelerated urbanism. This timely and original book presents urban scholars with the theoretical, empirical and methodological challenges of mega-urbanization in the global south, as well as highlighting new theoretical agendas and empirical analyses that these new forms of city-making bring to the fore.
