Fears about societal insecurity due to food price increases and hunger, grave scenarios regarding the effects of climate change and general uncertainty about the impacts of investments in biofuels and so-call “land grabbing” on food prices and availability have meant that food security is now recognised as being a multifaceted challenge. This book is unique in that it will bring together analyses of these different factors that impact on food security. This volume will describe a range of different perspectives on food security, with an emphasis on the various meanings that are applied to food security “crisis”. The challenges to be reviewed include market volatility, climate change and state fragility. Analyses of responses to food security crises and risk will cover rural and urban contexts, arenas of national policy formation and global food regimes, and investment in land and productive technologies. This book is unique in two respects. First, it takes a step back from the normative literature focused on specific factors of, for example, climate change, agricultural production or market volatility to look instead at the dynamic interplay between these new challenges. It helps readers to understand that food security is not one discourse, but is rather related to how these different factors generate multiple risks and opportunities. Second, through the case studies the book particularly emphasises how these factors come together at local levels as farmers, entrepreneurs, consumers, local government officials and others are making key decisions about what will be done to address food security and whose food security will be given priority. The book will explore how food production and consumption is embedded in powerful political and market forces and how these influence local actions.

It analyses the results of a field assessment conducted between 7 and 26 February 2021. The Food and Agriculture Organization of the United Nations (FAO) is implementing a project to contribute to data collection and analysis linked to COVID-19 to inform evidence-based programming in selected countries. The objective is to assess the effects of COVID-19 in the agri-food system, which includes crops, livestock and fishing, food supply, livelihoods, and food security of the rural population at the national level. Information is collected from primary sources of the production process: producer households, traders or marketers, inputs suppliers, extension officers, and key informants. A first-round of data collection was conducted in 2020, followed by a first report published in March 2021. A third-round is planned before the end of 2021.

It is organized to reflect the priorities that the Government of Afghanistan has outlined in its current agricultural development plan, while also showing how FAO's work cuts across many sectors of agriculture. In a sense, this book explores how these so-called ‘unreasonable people’ may interact to re-fashion the world around them in fragile economic development. Drawing on empirical research in the volatile and traditional context of Afghanistan, the study investigates the challenge of poor women’s participation in business and diverse outcomes for local development. Institutional Innovation and Change in Value Chain Development takes a unique look at nuanced institutional phenomena through the lens of social institutions, with a subtle appreciation of the interaction of structure and agency. Drawing on in-depth qualitative research in Afghanistan, the case studies specifically investigate the transformation of the women’s norm of purdah, and the subsequent development of new market institutions in three women’s enterprises. Shedding new light on the opaque process of institutional change, the research shows that external actors (such as NGOs) can both initiate and guide institutional development in fragile environments. Yet there may be limitations to their endeavours, with strong resistance from local power holders. Meanwhile, dominant entrepreneurs are shown to play a major role in fostering institutional development pathways. This influences the scope of inclusion and exclusion in enterprise and value chains, and broader streams of socio-economic development.

It engages with a well-established debate in academic and policy-making contexts regarding the utility of human security as a framework for understanding and redressing conflict. The book argues that this concept allows the possibility of articulating the substantive experiences of violence and marginalisation experienced by people in local settings as well as their own struggles towards a secure and happy life. In this regard, it goes a long way to making sense of the complex dynamics of conflict which have confounded Western policy-makers in their ongoing state-building mission in Afghanistan. However, despite this inherent potential, the idea of human security still needs refinement. Crucially, it has benefitted from critical feminist and critical social theories which provide the conceptual and methodological depth necessary to apprehend what a progressive ethical program of security looks like and how it can be furthered. Using this framework, the work provides a critical reconstruction of the effect of the US-led Western Intervention on women’s experiences of (in)security in the three provincial contexts of Nangarhar, Bamiyan and Kabul. This reconstruction is drawn from a wealth of historical and contemporary sociological research alongside original fieldwork undertaken in Delhi, India, during 2011 with women and men from the country’s different communities. This book will be of much interest to students of human security, state-building, gender politics, war and conflict studies and IR in general.
