Climate change is placing further strains on the city's ability to manage the urban environment. The urban environmental profile of eThekwini has been prepared as the first component of the assignment promoting green urban development in Africa: enhancing the relationship between urbanization, environmental assets and ecosystem services, a project being conducted under the leadership of the World Bank. An overall objective of this project is to link the study of urban environmental issues with the advancement of more sustainable urban growth. The profile summarizes the existing quality of the terrestrial and other aquatic environmental assets, identifies the key drivers that are the cause of their vulnerability, and describes the key institutional challenges and constraining factors that limit the city's ability to address environmental management challenges. Identification of the key environmental assets and key drivers of environmental degradation within the city required a more comprehensive review of reports on urban planning and infrastructure services. The urban environmental profile is organized as follows: section one gives introduction. Section two, eThekwini context, sets the background, and context of the study of Durban, providing an overview of the impacts of urbanization and climate change and drawing the link to the urban environment. Section three, quality of the environmental assets of eThekwini describes the state of the key environmental assets of eThekwini: the terrestrial assets, aquatic assets, coastal assets, and the air, and attempts to infer the associated historic and current trends. Section four, drivers of environmental vulnerability and degradation describes the key issues that are driving degradation, the impacts caused, and the reason for these challenges. Section five, institutional issues and challenges describes the key factors that constrain the eThekwini's ability to effectively address environmental management challenges. Section six, key findings provides a synthesis of key findings of the study.

On climate change, the book revisits debates around the vulnerability-assets nexus with regard to mitigation and adaptation, as well as the intersection of climate information and livelihoods in agro-based settings. The contradictions, gaps and limitations of climate change policies and strategies in different regions are re-examined based on new data. In the last few years, the Environment and Natural Resources Working Group of the South African Sociological Association (SASA) has intensified efforts to go beyond the annual SASA Congresses and the production of journal articles, in making the research agendas of its members more visible to the global scholarly and policy community. This book is one result of such efforts. It calls for a constant questioning of orthodoxies and the promotion of ethnographically sensitive and epistemologically nuanced scholarly and policy approaches to developmental challenges in Africa, especially in relation to environmental resources and environmental change.

The concern has been to adapt traditional systems of governance to the needs of modern urban management. This paper investigates the need for a new analysis of the twin problems of urban land and urban management in sub-Saharan Africa. This need is based on the apparent paradox between the dynamic, city-creating activities of civil societies in all of these countries, and the weak capabilities of states to guide and direct these activities. This paper focuses on governance at the community level, where empowerment and accountability begin. It argues that a prerequisite for dealing with these problems is an institutional environment with which the target populace is familiar and to which it is likely to relate in participating in managing the city. The importance of the particularly dynamic systems of traditional governance at the lowest level in managing urban growth is only recently being recognized.

Of all these challenges, the inaccessibility of clean water supply for both the rural and urban populace is the most pressing challenge, which has been exacerbated by extensive pollution and climate change crises. The issue of water access and supply affects both rural and urban populations. At rural areas water is accessed in yard taps and in arid regions through water kiosks managed by private owners. Among the urban poor, water access is compromised by poor supply infrastructure especially among informal settlers and risks such as contamination during the supply chain are imminent This book therefore seeks to close this knowledge gap by 1) generating a water resources inventory for Sub-Saharan Africa region, 2) exploring the water crises in both its urban and rural settings, 3) understanding the causatives of the crises and 4) suggesting viable solutions to manage the water challenges using named case studies. The aim is to improve understanding on the region’s water problems and advise scholars and policymakers on priority research areas and action plans to better water management for sustainable development.
