Book excerpt: Governing Neighborhoods in Urban China examines the key mechanisms operating at the grassroots level in China that contribute to urban development and increased public support for the legitimacy and authority of the Chinese state. Beibei Tang uncovers new trends and dynamics of urban neighborhood governance since the 2000s to reveal the significant factors that contribute to regime survival. Tang introduces the concept of hybrid authoritarianism, a governance mechanism an authoritarian state employs to produce governance legitimacy, public support, and regime sustainability. Hybrid authoritarianism is situated in an intermediary governance space between state and society. It accommodates both state and non-state actors, deals with a wide range of governance issues, employs flexible governance strategies, and in this context, ultimately strengthens CCP leadership. Tang documents processes of hybrid authoritarianism through her focus on various types of urban neighborhoods, including new urban middle-class neighborhoods, and the increasing urbanization of the countryside. Governing Neighborhoods in Urban China provides a conceptual framework that avoids scholarly approaches that tend to reify either one-party autocracy or Western-centric notions of democracy.

However, since protesters rely on existing channels of participation and on patronage by elite backers, the state has been able to stymie attempts to generalize resistance and no large scale political movements have significantly challenged party rule. Yet the Chinese state is not monolithic. Decentralization has increased the power of local authorities, creating space for policy innovations and opening up the political opportunity structure. Popular protest in China - particularly in urban realm- not only benefits from the political fragmentation of the state, but also from the political communications revolution. The question of how and to what extent the internet can be used for mobilizing popular resistance in China is hotly debated. The government, virtual social organizations, and individual netizens both cooperate and compete with each other on the web. New media both increases the scope of the mobilizers and the mobilized (thereby creating new social capital), and provides the government with new means of social control (thereby limiting the political impact of the growing social capital). This volume is the first of its kind to assess the ways new media influence the mobilization of popular resistance and its possible effects in China today.

Drawing on interviews with government and non-governmental supervisors, this methodological and rigorous study offers an in-depth discussion of the enforcement of these community sanctions and measures (CSM). By using the CSM reform as an example, this book illustrates the adaptation of Chinese governance and social control. Ultimately, Chen argues that the current model of governance in China (disciplinary governance) cannot guarantee an effective state-agent relationship; it also denies local governments sufficient legitimacy to secure social stability. Finally, proposing that only the rule of law and an active judiciary can complement these two deficiencies, this book will be of great interest to scholars of criminology, law, and penology, as well as anyone who is interested in how China is held together in a socio-legal sense.

This inadequacy has affected our understanding of Chinese society, its dynamics and the changing trends. Drawing upon a new perspective of competitive social repositioning, and the evidence recorded in numerous recent publications and interview data, this book seeks to re-examine the ever-changing, but under-researched, societal dynamics driving social transformations in China from 1964, when the communist heir narrative was rebranded and utilised, to 2000, when Jiang Zemin formulated the Three-Represents theory to modify the ideological political thinking of China’s ruling elites. This analysis focuses on how a high proportion of aspirational citizens have kept repositioning themselves in China’s changing distributions of social resources and social structure, how their attitudes and behaviours have been shaped over time, what characteristics of their choices are at different stages, and how their preferences have resulted in the zig-zag patterns of China’s recent social change.

It builds on the observation that the late 1990s saw a comeback of the state in urban China after the increased economization of life in the 1980s had initially forced it to withdraw. Based on several months of fieldwork in locations ranging from poor and dilapidated neighbourhoods in Shenyang City to middle class gated communities in Shenzhen, the authors analyze recent attempts by the central government to enhance stability in China’s increasingly volatile cities. In particular, they argue that the central government has begun to restructure urban neighbourhoods, and has encouraged residents to govern themselves by means of democratic procedures. Heberer and Göbel also contend that whilst on the one hand, the central government has managed to bring the Party-state back into urban society, especially by tapping into a range of social groups that depend on it, it has not, however, managed to establish a broad base for participation. In testing this hypothesis, the book examines the rationales, strategies and impacts of this comeback by systematically analyzing how the reorganization of neighbourhood committees was actually conducted and find that opportunities for participation were far more limited than initially promised. The book will be of interest to students and scholars of Chinese Studies, Development Studies, Urban Studies and Asian Studies in general.

In addition to property interests, business interests, political interests and the state, special attention is paid to ordinary people's general interests in the city. It depends on a person's indigeneity, the degree of his being an indigenous person or insider to the city. General interest is usually not revealed because urban governance is more distant from the person than his daily work and life, but its revelation could be ignited in an explosive way by particular events on some occasions. This is called the flash preference problem, which has important implications to urban governance. Both social control and civil society can be regarded as possible solutions to the problem. Built on the taxonomy of stakes and stakeholders, a theoretical framework for urban governance in China includes growing property interests and business interests that have formed growth coalition with local government. Social control remains important but difficult because street office and residents committee are expected to strengthen social control while they are gradually being marginalized in neighborhood governance of gated communities. The dilemma of social control in the Chinese city hints at the ultimate importance of democracy and civil society to urban governance.

Book excerpt: China's continuing rapid economic growth and expanding involvement in global affairs pose major implications for the power structure of the international system. To more accurately and fully assess the significance of China's emergence for the United States and the global community, it is necessary to gain a more complete understanding of Chinese security thought and behavior. This study addresses such questions as: What are China's most fundamental national security objectives? How has the Chinese state employed force and diplomacy in the pursuit of these objectives over the centuries? What security strategy does China pursue today and how will it evolve in the future? The study asserts that Chinese history, the behavior of earlier rising powers, and the basic structure and logic of international power relations all suggest that, although a strong China will likely become more assertive globally, this possibility is unlikely to emerge before 2015-2020 at the earliest. To handle this situation, the study argues that the United States should adopt a policy of realistic engagement with China that combines efforts to pursue cooperation whenever possible; to prevent, if necessary, the acquisition by China of capabilities that would threaten America's core national security interests; and to remain prepared to cope with the consequences of a more assertive China.

If we are to understand the nature of major risks and uncertainties in the world, we must look squarely at the political and economic dynamics of emerging states, such as China, India, Brazil, Russia, and ASEAN countries. Their rapid economic development has changed the distribution of wealth and power in the world. Yet many of them have middle income status. To global governance issues, they tend to adopt approaches that differ from those of advanced industrialized democracies. At home, rapid economic growth and social changes put pressure on their institutions to change. This volume traces the historical trajectories of two major emerging states, China and India, and two city states, Hong Kong and Singapore. It also analyzes cross-country data to find the general patterns of economic development and sociopolitical change in relation to globalization and to the middle income trap.
