This study is about GEMS (the Global Environment Monitoring System) which the Conference recommended be set up to generate data and information necessary for worldwide environmental assessment. This book examines the genesis and evolution of GEMS, and the complex task involved in establishing GEMS and making it perform its functions. It relates GEMS to the factors which have shaped the international environmental agenda and cooperation since 1972. In particular, it highlights North-South differences and the problems inherent in the international organizations belonging to the UN system, vis-á-vis the novel and multifaceted challenges involved in dealing with systemic, cross-sectoral nature of global environmental problems. The lessons of GEMS and other issues presented in this book are highly relevant to the continuing efforts to set up effective programmes for ‘earthwatching’ and to promote international environmental cooperation. They also relate more broadly to the challenges of managing global interdependence and to the need to devise supporting organizational structures through reform and strengthening of the UN system. In addition to the estimation and the monitoring of pollutant concentrations in the air around their sources, by way of observational data and also by calcu lations on the basis of theoretical research, it is now possible to make short term forecasts of air pollution and to use them to regulate industrial emissions. Many countries are interested in such forecasts. In the Soviet Union the organizations of the State Committee of the USSR for Hydrometeorology (Goskomgidromet) are carrying out a wide-scale scientific programme on the devising of methods to forecast atmospheric pollution. Prognostic groups are organized in territorial hydrometeocenters; in essence a new forecasting service has been established. Nowadays, in more than 200 towns of the USSR predictions are made and transmitted to large enterprises for the purpose of taking the necessary steps to preserve air qua lity. To ensure an operative working of this service, Methodological Instruc (1979) have been issued, as well as other instructions and guides. Wide tions scale verifications of proposed calculating methods have been made. Prob lems of forecasting and regulating air pollution have become evident lately in other countries as well. Much attention to these problems is payed by the World Meteorological Organization (WMO). They have been widely dis cussed in a number of international conferences and meetings for modelling and investigating pollutant distribution in the atmosphere. The number of publications on this subject is rapidly increasing.

Although, air quality has gained importance through out the world, it is especially in areas of high urban development that the problems are particularly acute. Scientific interest in this field is particularly evident from the growing number of journal publications and conference presentations. The numerous conferences held every year on air pollution, however, have tended to encompass a broad theme and have not specifically focussed on the urban environment. In order to address this need an international conference on urban air quality was organised by the Environmental Physics Group of the Institute of Physics in collaboration with the Royal Society of Chemistry (RSC), The Royal Meteorological Society (RMS) and the National Society for Clean Air and Environmental Protection (NSCA). Over 100 participants from various countries attended this first international conference on urban air quality. The aim of the conference was to provide a forum for open scientific discussion on the latest advances in the field of urban air quality monitoring and modelling. The range of topics included: chemical and biogenic pollutants, monitoring techniques, instrumentation, analysis of pollutants, spatial and temporal interpretation of air quality data, emission sources and modelling of air quality. All papers submitted for publication were peer reviewed and consequently, some articles were not successful in the refereeing process and have not been included in this special issue.

Environmental contamination by DDT, Aldrin, Dieldrin, mercury, PCBs, organotins and many other sub stances are all part of the public consciousness and have led to widespread attention to this topic. Some of the concerns have arisen because human health has been affected when contaminants have been consumed via the food chain-for instance in the case of 'Minimata disease' in Japan. In other cases, direct effects on other components of ecosystems have given cause for alarm. The toxic effects which any chemical can cause are a function of exposure and innate toxicity, i.e. of the ability to reach in sufficient quantity a site where a biological process can be disrupted and of the tendency to cause disruption when it gets there. The processes by which chemicals reach sites of toxic action are the subject of this book, and are a fundamental consideration in ecotoxi cology. When a chemical enters the environment e.g. via a spillage or in an effluent, it is potentially subject to a wide variety of processes which may eliminate it from the environment completely, modify it into a more or less harmful substance, or transfer it to another part of the environment. The processes involved are complex and highly variable, but it is essential to increase our understanding of them.
