An Environmental Impact Assessment (EIA) serves as the basis for preparing an Environmental Impact Statement (EIS), which in turn identifies the potential environmental and socioeconomic impact of a proposed project and outlines measures to mitigate the impact. The EIS review process serves to inform the public about a proposed project as well as provide regulatory agencies with assurance that ISL technology will comply with environmental standards, and that project sites can be rehabilitated to pre-mining use. This publication provides a step-by-step description of project parameters that must be addressed in conducting an EIA and preparing an EIS. Book excerpt: Uranium mining in the Commonwealth of Virginia has been prohibited since 1982 by a state moratorium, although approval for restricted uranium exploration in the state was granted in 2007. Uranium Mining in Virginia examines the scientific, technical, environmental, human health and safety, and regulatory aspects of uranium mining, milling, and processing as they relate to the Commonwealth of Virginia for the purpose of assisting the Commonwealth to determine whether uranium mining, milling, and processing can be undertaken in a manner that safeguards the environment, natural and historic resources, agricultural lands, and the health and well-being of its citizens. According to this report, if Virginia lifts its moratorium, there are "steep hurdles to be surmounted" before mining and processing could take place within a regulatory setting that appropriately protects workers, the public, and the environment, especially given that the state has no experience regulating mining and processing of the radioactive element. The authoring committee was not asked to recommend whether uranium mining should be permitted, or to consider the potential benefits to the state were uranium mining to be pursued. It also was not asked to compare the relative risks of uranium mining to the mining of other fuels such as coal. This book will be of interest to decision makers at the state and local level, the energy industry, and concerned citizens.

Book excerpt: From 1980 to 1993, the domestic production of uranium declined from almost 44 million pounds U3O8 to about 3 million pounds. This retrenchment of the U.S. uranium industry resulted in the permanent closing of many uranium-producing facilities. Current low uranium prices, excess world supply, and low expectations for future uranium demand indicate that it is unlikely existing plants will be reopened. Because of this situation, these facilities eventually will have to be decommissioned. The Uranium Mill Tailings and Radiation Control Act of 1978 (UMTRCA) vests the U.S. Environmental Protection Agency (EPA) with overall responsibility for establishing environmental standards for decommissioning of uranium production facilities. UMTRCA also gave the U.S. Nuclear Regulatory Commission (NRC) the responsibility for licensing and regulating uranium production and related activities, including decommissioning. Because there are many issues associated with decommissioning-environmental, political, and financial-this report will concentrate on the answers to three questions: (1) What is required? (2) How is the process implemented? (3) What are the costs? Regulatory control is exercised principally through the NRC licensing process. Before receiving a license to construct and operate an uranium producing facility, the applicant is required to present a decommissioning plan to the NRC. Once the plan is approved, the licensee must post a surety to guarantee that funds will be available to execute the plan and reclaim the site. This report by the Energy Information Administration (EIA) represents the most comprehensive study on this topic by analyzing data on 33 (out of 43) uranium production facilities located in Colorado, Nebraska, New Mexico, South Dakota, Texas, Utah, and Washington.

Book excerpt: The U.S. Department of Energy, Energy Information Administration (EIA) joined with the U.S. Department of the Interior, U.S. Geological Survey (USGS) to analyze the world uranium supply and demand balance. To evaluate short- term primary supply (0-15 years), the analysis focused on Reasonably Assured Resources (RAR), which are resources pro- jected with a high degree of geologic assurance and considered to be economically feasible to mine. Such resources include uranium resources from mines currently in production as well as resources that are in the stages of feasibility or of being permit- ted. Sources of secondary supply for uranium, such as stockpiles and reprocessed fuel, were also examined. To evaluate long- term primary supply, estimates of uranium from unconventional and from undiscovered resources were analyzed.
