Book excerpt: The purpose of the Upstream Petroleum Incident Support Plan is to provide a framework to direct and coordinate how the government and the private sector will respond to a serious upstream petroleum industry incident. ("Upstream" in this context refers to that portion of the petroleum industry before the refinery. This includes wells, piplines, etc. Hazards include but are not limited to "sour gas" or hydrogen sulphide.) The primary objective is to support the upstream operator and the local authority in protecting the public and to bring the incident safely under control. Although the industrial operator will most likely initiate the emergency response, the local authority will be the lead response agency in matters affecting public safety within their jurisdiction. It is essential that all the emergency plans are compatible, especially the upstream operators emergency response plan (ERP) and the municipal emergency plan (MEP). As the primary regulator of the upstream petroleum industry, the Alberta Energy and Utility Board (EUB) will be the primary contact for the provincial government when there is a response to an emergency incident.

The report assessed the Canadian upstream industry's offshore and onshore current state of preparedness for dealing with oil spills resulting from exploration and production activities. This report outlines a plan for implementing the TFOSP report's recommendations and incorporating them into member companies' activities. The report deals separately with the onshore and offshore components of the industry, following the structure of the TFOSP report. In each of the areas of planning, prevention, equipment, training, and R and D, each TFOSP recommendation is reviewed, an implementation procedure is suggested, and the responsible organization and government interfaces are identified. Timing for initiation and completion, monitoring procedures, and projected costs of implementation are also given.
