Book excerpt: Various deficiencies were noticed during the inspection and are considered to have an adverse effect on the overall safety and future operation of the dam. Several inches of subsidence or erosion of the downstream slope of the dam, along the alignment of the 12-inch discharge pipe for the 42-inch diameter drop inlet spillway located near the center of the dam, was observed. Minor wearing away at the waterline of the upstream face of the dam was noticed. The condition is not considered serious at this time but continued erosion of this slope will reduce the dam cross section. At the time of the inspection, it could not be determined if the 10-inch sanitary sewer passing beneath the dam can be isolated if necessary in order to prevent loss of foundation soils, should collapse of the sewer beneath the dam occur. Voids resulting from loss of materials into the sewer will provide a passageway for seepage that may develop into a piping condition and subsequent failure of the dam.

Book excerpt: The purpose of this inspection of the Las Brisas Lake Dam was to make an assessment of the general condition of the dam with respect to safety, based upon available data and visual inspection, in order to determine if the dam poses hazards to human life or property. The guidelines used in the assessment indicate that this dam is in the high hazard potential classification. The dam is in the intermediate size classification, since it is greater than 40 ft high but less than 100 ft high. The inspection and evaluation indicate that the combined spillways do not meet the criteria set forth in the guidelines for a dam having the above size and hazard potential. The combined spillways will pass 58 percent of the Probable Maximum Flood without overtopping. The guidelines require that a dam of intermediate size with a high downstream hazard potential pass the PMF. The 100-year frequency flood will not overtop the dam. The 100-year flood is one that has a 1 percent chance of being exceeded in any given year.

The purpose of the inspection was to assess the general condition of the dam with respect to safety and, based upon this inspection and available data, determine if the dam poses a hazard to human life or property. Based on a visual inspection, the present general condition of the dam is considered to be satisfactory. The following deficiencies were noticed during the inspection and are considered to have an adverse effect on the overall safety and future operation of the dam: Several small trees exist on the upstream slope near the west abutment of the dam. The tree roots may, in time, provide a pathway for lake seepage that could develop into a piping condition. At the time of the inspection, the grass on the downstream slope was on the order of 30-inches high. Grass should not be allowed to grow to a height that provides cover for burrowing animals or hinders inspection of the dam. The pump used to provide lake make-up water was reported to be without a means of preventing pump flow on a continuous basis. Without a spillway or other means to ensure lake surface elevation, there exists the possibility of overtopping the dam due to continued pumping.

At the time of the inspection, the grass growing on the crest, and the upstream and downstream faces of the dam was on the order of 24 inches high. The grass should not be allowed to grow to a height that provides cover for burrowing animals or hinders inspection of the dam. Several areas of dense brush that may conceal animal burrows and trees exist on the crest and upstream and downstream faces of the dam. Several holes that appear to be animal burrows were observed in the upstream face, downstream face, and crest of the dam. The upstream face of the dam is grass covered throughout. A considerable amount of erosion of the upstream slope of the dam at the waterline has occurred. The concrete retaining wall located on the downstream side of th dam near the left abutment that serves to support the embankment at this location is cracked in several locations. The concrete slope paving located on the right bank of the principal spillway outlet channel at a point approximately 100 feet downstream of the spillway crest is undercut and the pavement subgrade and embankment extensively eroded.

Book excerpt: The Von Der Ahe Dam is an earthfill structure approximately 37 ft. high and 660 ft. long at the crest. The appurtenant works consist of an 18-inch diameter concrete pipe at east abutment, a 24-inch diameter steel primary spillway pipe at Sta. 4 + 82 and a 9-inch diameter steel drawdown pipe at Sta. 4 + 95. Our inspection and evaluation indicates that the combined spillways do not meet the criteria set forth in the guidelines for a dam having the above size and hazard potential. The combined spillways will pass 33 percent of the Probable Maximum Flood without overtopping. The embankment appeared to be generally in good condition. Deficiencies visually observed by the inspection team were: (1) Erosion of downstream face at toe of embankment; (2) Erosion of upstream face of dam at elevation of primary spillway inlet; (3) Lack of trash rack on the primary spillway inlet; and (4) Apparent seepage through bedrock in the east abutment; and (5) Seepage through drain pipe valve.

Book excerpt: Based on the visual inspection, the present general condition of the dam is considered to be satisfactory; however, the following deficiencies were noticed during the inspection and are considered to have an adverse effect on the overall safety and future operation of the dam: A dense cover of vegetation (brush, trees, and tall grass) that may conceal animal burrows, exists on the downstream face of the dam. A heavy growth of brush and small trees exist along the concrete line invert section of the discharge channel. This growth will restrict channel flow and reduce the discharge capacity of the spillway that could result in flooding of the dam channel and possible damage to the downstream face of the dam. The downstream end of the concrete lined spillway channel invert is in a deteriorated condition, as is evidenced by extensive cracking and settlement of the concrete pavement, as well as severe erosion of the pavement subgrade. Continued erosion of the spillway channel could affect the stability of the channel banks. Underseepage, as evidenced by wet, soft ground and ponded water, was observed in the vicinity of the downstream toe of slope junction with the right abutment. Uncontrolled seepage can develop into a piping condition that could lead to failure of the dam.

The assessment is based upon an evaluation of the available data, a visual inspection, and an evaluation of the hydrology and hydraulics of the site in order to determine if the dam poses hazards to human life or property. The dam provides impoundment for barite ore tailings. The results of the inspection and evaluation indicated that the spillway does not meet the criteria given in the guidelines for a dam with the size and hazard potential of Bottom Diggins Dam. As an intermediate size dam with a high hazard potential, the Guidelines specify that the discharge capacity and/or storage capacity should be capable of safely handling the Probable Maximum Flood (PMF) without overtopping the crest. The PMF is the flood that may be expected from the most severe combination of critical meteorological and hydrologic conditions that are reasonably possible in the region.
