Book excerpt: From fiscal years 2006 through 2008, the Department of Homeland Security (DHS) has allocated about $755 million dollars to transit agencies through its Transit Security Grant Program (TSGP) to protect transit systems and the public from terrorist attacks. GAO was asked to evaluate the extent to which (1) TSGP funds are allocated and awarded based on risk; (2) DHS has allocated, awarded, and distributed TSGP grants in accordance with statutory deadlines and leading practices for collaborating agencies; and (3) DHS has evaluated the effectiveness of the TSGP and its investments. To address these objectives, GAO reviewed the TSGP risk model, fund allocation methodology and program documents, such as TSGP guidance, and interviewed DHS and transit officials, among other steps.

GAO was asked to evaluate the extent to which: (1) overlap and other factors among these programs could impact the risk of duplication; (2) mechanisms exist that enhance coordination and reduce the risk of duplication and how they are being implemented; and (3) DHS has implemented performance measures to evaluate the effectiveness of these programs. To address these objectives, GAO reviewed grant guidance and funding allocation methodologies. GAO also interviewed DHS officials, and grant administrators in five urban areas--selected because they receive funding from all four grant programs in this review--about grant processes and program challenges, among other things.

Book excerpt: TRB Special Report 294: The Role of Transit in Emergency Evacuation explores the roles that transit systems can play in accommodating the evacuation, egress, and ingress of people from and to critical locations in times of emergency. The report focuses on major incidents that could necessitate a partial to full evacuation of the central business district or other large portion of an urban area. According to the committee that produced the report, transit agencies could play a significant role in an emergency evacuation, particularly in transporting carless and special needs populations, but few urban areas have planned for a major disaster and evacuation that could involve multiple jurisdictions or multiple states in a region, or have focused on the role of transit and other public transportation providers in such an incident. The report offers recommendations for making transit a full partner in emergency evacuation plans and operations, while cautioning emergency managers, elected officials, and the general public to be realistic in their expectations, particularly in a no-notice incident that occurs during a peak service period.
