A practical means for accomplishing this is to (1) classify lasers and laser systems according to their relative hazards and to (2) specify appropriate controls for each classification Once a laser or laser system is properly classified, there should be no need to carry out tedious measurements or calculations to meet the provisions of this standard. However, technical information on measurements, calculations and biological effects is also provided within the standard and its appendixes.

This book is not intended as a substitute for the American National Standards Institute (ANSI) Z-136. 3, "Safe Use of Lasers in Health Care Facilities," but to facilitate its implementation as well as the implementation of the many other related regulations and guidelines that are pertinent. These other regulations include the Medical Device Amendments to the Food and Drug Act, the Federal Laser Product Performance Standards issued under the Radiation Control for Health and Safety Act, and applicable regulations of the Occupational Safety and Health Administration (OSHA). The text is organized to provide first an overview of laser hazards, laser surgical applications, and laser biological effects. General safety control measures and safety standards are then presented. Because laser tech nology is rapidly evolving, these general guidelines will allow safe use of new laser systems as they become available. On March 26, 1999, the Federal Aviation Administration (FAA) submitted a written request to the SAE for assistance in developing standards and regulations concerning outdoor laser operations. In December 1999, Aerospace Standard (AS) AS4970 was published by the SAE and forwarded to the FAA. AS4970 provides guidance on assessing the potential hazards of a particular laser beam. In August 2000, the ANSI Z136.6 standard was first published. Additionally, Aerospace Recommended Practices (ARP) ARP5535 and ARP5572 have been published by the SAE in support of this request.This document provides guidance for operations of a laser system outdoors in the navigable airspace. It also includes training considerations for the outdoor use of lasers.

The AURA lidar system is installed in the instrument pod of a Proteus airframe and is used to perform laser interaction experiments and tests at various national test sites. The targets are located at various distances or ranges from the airborne platform. In order to protect personnel, who may be in the target area and may be subjected to exposures, it was necessary to determine the Maximum Permissible Exposure (MPE) for each laser wavelength, calculate the Nominal Ocular Hazard Distance (NOHD), and determine the maximum 'eye-safe' dwell times for various operational altitudes and conditions. It was also necessary to calculate the appropriate minimum Optical Density (ODmin) of the laser safety eyewear used by authorized personnel who may receive hazardous exposures during ground base operations of the airborne AURA laser system (system alignment and calibration).
