Book excerpt: In 1978 GAO reported that it took, on the average, 25.9 years for the Army Corps of Engineers to plan and design flood control projects. GAO's current review of 18 flood control projects, 16 navigation projects, and 1 multipurpose project entering the construction phase in 1978-83 showed that it took, on the average, 29.4 years, 21.6 years, and 35.4 years, respectively, to plan and design these projects. The average for all 35 projects was 26.1 years. This report discusses several congressional and administrative initiatives that could reduce the time it takes to plan and design the Corps' water resources projects.

Available in PDF, EPUB and Kindle. Book excerpt: Pursuant to a congressional request, GAO reported on the time required to plan and design the Army Corps of Engineers' water resources projects. GAO found that the authorization and appropriation process for water resources projects has remained essentially unchanged since 1978. In that year, GAO reported that it took an average of 25.9 years for the Corps' flood control projects to progress from initial survey authorization to start of construction. Currently, this process averages 29.4 years. The Corps has a backlog of water resources projects because many more projects have been authorized for preconstruction planning and engineering than can be sufficiently funded under current water resources development spending levels. The 1978 report presented options to the existing authorization and appropriation process which could eliminate much of the time spent awaiting authorization or funding of feasibility studies and project construction. In a January 1983 report, GAO presented options to lessen the backlog problem and provide for more timely completion of projects, including increasing the annual water project funding and requiring the non-Federal sector to contribute a more substantial portion of project costs. Bills pending before Congress would also affect the Corps' water projects by providing for cost-sharing, increased cost recovery for operating, maintaining, and constructing waterways, and deauthorization of some projects.

Though responsible for a range of water-related programs, the Corps's two traditional programs have been flood damage reduction and navigation enhancement. The water resource needs of the nation, however, have for decades been shifting away from engineered control of watersheds toward restoration of ecosystem services and natural hydrologic variability. In response to these shifting needs, legislation was enacted in 1990 which initiated the Corps's involvement in ecological restoration, which is now on par with the Corps's traditional flood damage reduction and navigation roles. This book provides an analysis of the Corps's efforts in ecological restoration, and provides broader recommendations on how the corps might streamline their planning process. It also assesses the impacts of federal legislation on the Corps planning and projects, and provides recommendations on how relevant federal policies might be altered in order to improve Corps planning. Another important shift affecting the Corps has been federal cost-sharing arrangements (enacted in 1986), mandating greater financial participation in Corps water projects by local co-sponsors. The book describes how this has affected the Corps-sponsor relationship, and comments upon how each group must adjust to new planning and political realities.

Book excerpt: The U.S. Army Corps of Engineers, through its civil works program, can take pride in its contributions throughout our nation's history to the development of waterways infrastructure, navigation, flood damage reduction, water resources development and protection, and environmental restoration. Many projects that have been pioneering in their concept and bold in their execution were made possible by the creativity and dedication of outstanding scientists, engineers, and builders. The Corps has always had review processes for evaluation of its planning studies and projects, with the focus often being largely on the technical aspects. In recent years, however, increased consideration of such factors as environmental impacts, economic evaluations, political pressures, and new paradigms about flood control and management has engendered increased criticism and concern that some of the Corps' studies may have led to conclusions, recommendations, and project decisions that are not adequately supported by the assumptions and analyses that were used. The focus of the report is on review of Corps of Engineers studies, with careful attention given to the need for independent, external reviews by panels of well-qualified and impartial experts for large, complex, and sensitive projects.

This infrastructure includes flood control levees, multi-purpose dams, locks, navigation channels, port and harbor facilities, and beach protection infrastructure. The Corps of Engineers also regulates the dredging and filling of wetlands subject to federal jurisdictions. Along with its programs for flood damage reduction and support of commercial navigation, ecosystem restoration was added as a primary Corps mission area in 1996. The National Research Council (NRC) Committee on U.S. Army Corps of Engineers on Water Resources Science, Engineering, and Planning was convened by the NRC at the request of the Corps of Engineers to provide independent advice to the Corps on an array of strategic and planning issues. National Water Resources Challenges Facing the U.S. Army Corps of Engineers surveys the key water resources challenges facing the Corps, the limits of what might be expected today from the Corps, and future prospects for the agency. This report presents several findings, but no recommendations, to the Corps of Engineers based on initial investigations and discussions with Corps leadership. National Water Resources Challenges Facing the U.S. Army Corps of Engineers can serve as a foundational resource for the Corps of Engineers, U.S. Congress, federal agencies, and Corps project co-sponsors, among others.
