The book does for UPC and Uganda as a whole what no other book has done for both so far. It employs three sets of theories: the theory of national-democratic liberation; the theory of modes of production; and, the theory of social identities to analyse the Ugandan situation. Through the use of these theories it succeeds in unravelling issues which have remained unexplained so far. Such issues include why there have been a contradiction between Buganda, on the one side, and the rest of the identities/nationalities/tribes of Uganda on the other. The book explains that this contradiction arose from the fact that Buganda has been a dominant power/identity in the region since around 1600. The book also reveals in great details how British intelligence masterminded the 1971 coup which brought Idd Amin to power. It does a searing analysis of Obotes nationalisation measures of the late 60s, denying the socialist claims about them and showing the measures to be nationalistic as well as progressive. It treats the eruptions of the mid 60s which ended with the abolition of the monarchies as aspects of the national-democratic liberation. It has a chapter which takes a swipe at the National Resistance Movement. At the end of the book is an appendix which gives a critical analysis of the position of Marxists, particularly Professor Mahmood Mamdani on UPC.

Book excerpt: Parliamentary Democracy in Uganda: The Experiment that Failed explores Uganda's malaise of armed dissidents, repression of political parties, military adventurism in neighboring countries, grinding poverty in the countryside and political uncertainty arising from accumulated failure of successive regimes to cultivate a culture of peaceful transfer of power. In light of this, the democratization process envisaged at the time of independence has been frustrated. The author sets out to unravel the cause of that frustration and impasse by tracing the beginning of Uganda's political institutions, particularly the central government organs established in the last century. The new institutions and political organs were basically designed to forge Uganda ahead as a united and stable nation. An attempt is made to critically examine the foundations upon which these institutions were built. It is argued that the institutions were laid under a hostile environment of political diversity and multicultural heritage without an inbuilt balancing mechanism. Accordingly the book recounts the difficult process of nation building undertaken in Uganda, with particular emphasis on the problems encountered in reconciling the new political institutions with the entrenched conservative traditional institutions in the South of the country (the Buganda Agreement of 1900 and other agreements with the kingdoms of Ankole, Tooro and Bunyoro). The author acknowledges the contribution made by the leaders of various political parties towards the task of nation building. It was a task undertaken amidst forces of feudalism and religious animosity. They were men and women of extraordinary foresight who had a clear vision of a new independent Uganda curved out of peoples of diverse cultural backgrounds. This book provides yet another vision of the future and suggests ideas of how to overcome the political impasse that has bedeviled the country since independence.

The book is written in the context of post-colonial analysis in an attempt to provide some solutions to the problems which have dogged the country since independence.

It has never been more ambitious, or more difficult, than today as politicians and experts attempt to build democratic institutions that will foster peace and stability in countries torn by violent conflict. The extended investigation out of which this book has grown has ranged across three continents. It has examined such apparently intractable cases as Bosnia-Herzegovina, Sri Lanka and Fiji, as well as apparent 'success stories' like South Africa, Ghana and Uganda. Three groups of questions are explored: * How and by whom were democratic institutions (re)designed? * How have they functioned in practice: what has been the relationship between democratic institutions and democratic politics? * How have they measured up to the pressures placed on them by ongoing violence, poverty, globalization and democratization itself? Boas argues that although economic agendas are an integral part of African conflicts, the desire to accumulate is not the only motivation. Thus, in order to present a more comprehensive analysis of conflict we need to take into account political, cultural, and historical factors, in addition to the economic dimensions of conflict.
