Book excerpt: The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) operates one of the largest nongovernmental school systems in the Middle East. Palestine refugees in UNRWA schools are achieving higher-than-average learning outcomes in spite of the adverse circumstances they live under. This study uses a mixed methods research approach to address the complexity of the research question and its exploratory nature, namely, How do UNRWA schools continually and consistently outperform public schools? This study used the following data collection techniques: econometric techniques to analyze learning achievement data from international and national assessments; the Systems Approach for Better Education Results tools were used to assess different system components, such as teacher effectiveness, school autonomy, and student assessments; Stallings classroom observations provided a structured method to compare teachers' and students' interactions; qualitative data collected through interviews captured the lived experiences of a sample of students. Contrary to what might be expected from a resource-constrained administration serving refugee students who continually face a multitude of adversities, UNRWA students outperform public schools in the three regions-- West Bank and Gaza and Jordan-- by a year's worth of learning. The achievement is a result of the way these schools recruit, prepare, and support teachers; because of instructional practices and pedagogy in the classroom; and because of school leadership, accountability, and mutual support. This has created a distinguished learning community centered on the student. Of note: • UNRWA selects, prepares, and supports its education staff to pursue high learning outcomes. • Time-on-task is high in UNRWA schools, and is used more effectively than in public schools.

Book excerpt: After six decades of protracted refugeehood, patterns of social identification are changing among the young people of the fourth refugee generation in the Palestinian refugee camp Burj al-Shamali in Southern Lebanon. Though their identity as Palestinian refugees remains the same compared to older refugee generations, there is an important shift in the young refugees’ relationship towards the homeland, their status as refugees, Islam, the camp society, as well as in their relationship towards religious or ethnic “others” in and outside Lebanon. This ePaper examines how technology, globalisation and outside influences have impacted the young Palestinians’ interpretation of their identity and their understanding of Palestinianness. The author concludes with reflections on the young refugees’ attitudes towards their Palestinian identity in the diaspora, which, as she argues, can only survive when the young refugees see their identity as a virtue rather than as a hindrance.

Landscape of Hope and Despair examines this refugee experience in Lebanon through the medium of spatial practices and identity, set against the backdrop of prolonged violence. Julie Peteet explores how Palestinians have dealt with their experience as refugees by focusing attention on how a distinctive Palestinian identity has emerged from and been informed by fifty years of refugee history. Concentrating ethnographic scrutiny on a site-specific experience allows the author to shed light on the mutually constitutive character of place and cultural identification. Palestinian refugee camps are contradictory places: sites of grim despair but also of hope and creativity. Within these cramped spaces, refugees have crafted new worlds of meaning and visions of the possible in politics. In the process, their historical predicament was a point of departure for social action and thus became radically transformed. Beginning with the calamity of 1948, Landscape of Hope and Despair traces the dialectic of place and cultural identification through the initial despair of the 1950s and early 1960s to the tumultuous days of the resistance and the violence of the Lebanese civil war and its aftermath. Most significantly, this study invokes space, place, and identity to construct an alternative to the received national narratives of Palestinian society and history. The moving stories told here form a larger picture of these refugees as a people struggling to recreate their sense of place and identity and add meaning to their surroundings through the use of culture and memory.

In the 1980s, repatriation became the preferred option for resolving the refugee crisis. As human rights achieved global eminence, refugees' right of return fell under its umbrella. Yet return as a right and its practice as a rite created a radical disconnect between principle and everyday practice, and the repatriation of refugees and Internally Displaced Persons (IDPs) remains elusive in cases of forced displacement of victims by ethnic conflict. Reviewing cases of ethnic displacement throughout the twentieth century in Europe, Asia, and Africa, Howard Adelman and Elazar Barkan juxtapose the empirical lack of repatriation in cases of ethnic conflict, unless accompanied by coercion. The emphasis on repatriation during the last several decades has obscured other options, leaving refugees to spend years warehoused in camps. Repatriation takes place when identity, defined by ethnicity or religion, is not at the center of the displacing conflict, or when the ethnic group to which the refugees belong are not a minority in their original country or in the region to which they want to return. Rather than perpetuate a ritual belief in return as a right without the prospect of realization, Adelman and Barkan call for solutions that bracket return as a primary focus in cases of ethnic conflict.

Still not part of a sovereign state, it would seem too exceptional to be a revealing site for a study of government. Ilana Feldman proves otherwise. She demonstrates that a focus on the Gaza Strip uncovers a great deal about how government actually works, not only in that small geographical space but more generally. Gaza’s experience shows how important bureaucracy is for the survival of government. Feldman analyzes civil service in Gaza under the British Mandate (1917–48) and the Egyptian Administration (1948–67). In the process, she sheds light on how governing authority is produced and reproduced; how government persists, even under conditions that seem untenable; and how government affects and is affected by the people and places it governs. Drawing on archival research in Gaza, Cairo, Jerusalem, and London, as well as two years of ethnographic research with retired civil servants in Gaza, Feldman identifies two distinct, and in some ways contradictory, governing practices. She illuminates mechanisms of “reiterative authority” derived from the minutiae of daily bureaucratic practice, such as the repetitions of filing procedures, the accumulation of documents, and the habits of civil servants. Looking at the provision of services, she highlights the practice of “tactical government,” a deliberately restricted mode of rule that makes limited claims about governmental capacity, shifting in response to crisis and operating without long-term planning. This practice made it possible for government to proceed without claiming legitimacy: by holding the question of legitimacy in abeyance. Feldman shows that Gaza’s governments were able to manage under, though not to control, the difficult conditions in Gaza by deploying both the regularity of everyday bureaucracy and the exceptionality of tactical practice.
