Book excerpt: In Varieties of State Regulation, Yukyung Yeo explores how, despite China’s increasing integration into the global market, the Chinese central party-state continues to oversee the most strategic sectors of its economy. Since the 1990s, as major state firms were spun off from the ministries that managed them under the central planning system, the nature of the state in governing the economy has been remarkably transformed into that of a regulator. Based on over a hundred interviews conducted with Chinese central and local officials, firms, scholars, journalists, and consultants, the book demonstrates that the form of central state control varies considerably across leading industrial sectors, depending on the dominant mode of state ownership, conception of control, and governing structure. By analyzing and comparing institutional dynamics across various sectors, Yeo explains variations in the pattern of China’s regulation of its economy. She contrasts the regulation of the automobile industry, a relatively decentralized sector, with the highly-centralized telecommunications industry, and demonstrates how China’s central party-state maintains regulatory authority over key local state-owned enterprises. Placing these findings in historical and comparative contexts, the book presents the evolution and current practice of state regulation in China and examines its compatibility with other contemporary government practices.

Book excerpt: "Red Silk is a history of China’s Yangzi Delta silk industry during the wars, crises, and revolutions of the mid-twentieth century. Based on extensive research in Chinese archives and focused on the 1950s, the book compares two very different groups of silk workers and their experiences in the revolution. Male silk weavers in Shanghai factories enjoyed close ties to the Communist party-state and benefited greatly from socialist policies after 1949. In contrast, workers in silk thread mills, or filatures, were mostly young women who lacked powerful organizations or ties to the revolutionary regime. For many filature workers, working conditions changed little after 1949 and politicized production campaigns added a new burden within the brutal and oppressive factory regime in place since the nineteenth century. Both groups of workers and their employers had to adapt to rapidly changing circumstances. Their actions—protests, petitions, bribery, tax evasion—compelled the party-state to adjust its policies, producing new challenges. The results, though initially positive for many, were ultimately disastrous. By the end of the 1950s, there was widespread conflict and deprivation among silk workers and, despite its impressive recovery under Communist rule, the industry faced a crisis worse than war and revolution."

In challenging current scholarship by exploring the important political and economic roles of twelfth- and thirteenth-century Japanese royal women, Sachiko Kawai questions the traditional view of the era as one dominated by male retired monarchs and a warrior government. Instead the author populates it with royal wives and daughters who held the title of premier royal lady (nyoin) and owned extensive estates across the Japanese archipelago. Nyoin, whose power varied according to marital status, networks, and age, used their wealth and human networks to build temples and organize their entourages as salons to assert religious, cultural, and political influence. Confronted with social factors and gender disparities, they were motivated to develop coping strategies, the workings of which Kawai masterfully teases out from the abundant primary sources. Uncertain Powers presents a nuanced and groundbreaking study of the relationship between a nyoin’s authority (her acknowledged rights) and her actual power (the ability to enforce those rights), demonstrating how, as members of political factions, as landlords, and as religious and cultural patrons, nyoin struggled to transform authority into power by means of cooperation, persuasion, compromise, and coercion.

The Worship of Confucius in Japan provides the first overview of the richly documented and colorful Japanese version of the East Asian ritual to venerate Confucius, known in Japan as the sekiten. The original Chinese political liturgy embodied assumptions about sociopolitical order different from those of Japan. Over more than thirteen centuries, Japanese in power expressed a persistently ambivalent response to the ritual’s challenges and often tended to interpret the ceremony in cultural rather than political terms. Like many rituals, the sekiten self-referentially reinterpreted earlier versions of itself. James McMullen adopts a diachronic and comparative perspective. Focusing on the relationship of the ritual to political authority in the premodern period, McMullen sheds fresh light on Sino–Japanese cultural relations and on the distinctive political, cultural, and social history of Confucianism in Japan. Successive sections of The Worship of Confucius in Japan trace the vicissitudes of the ceremony through two major cycles of adoption, modification, and decline, first in ancient and medieval Japan, then in the late feudal period culminating in its rejection at the Meiji Restoration. An epilogue sketches the history of the ceremony in the altered conditions of post-Restoration Japan and up to the present.

Book excerpt: In 2013, Chinese leader Xi Jinping announced a campaign for national rejuvenation. The One Belt One Road initiative, or OBOR, has become the largest infrastructure program in history. Nearly every Chinese province, city, major business, bank, and university have been mobilized to serve it, spending hundreds of billions of dollars overseas building ports and railroads, laying fiber cables, and launching satellites. Using a trove of Chinese sources, author Eyck Freymann argues these infrastructure projects are a sideshow. OBOR is primarily a campaign to restore an ancient model in which foreign emissaries paid tribute to the Chinese emperor, offering gifts in exchange for political patronage. Reading the Kimono in Twentieth-Century Japanese Literature and Film is the first extended study to offer new ways of interpreting textual and visual narratives through "kimono language"--what these garments communicate within their literary, historical, and cultural contexts. Kimonos on the page and screen do much more than create verisimilitude or function as one-dimensional symbols. They go beyond simply indicating the wearer's age, gender, class, and taste; as eloquent, heterogeneous objects, they speak of wartime and postwar histories and shed light on everything from gender politics to censorship. By reclaiming "kimono language"--once a powerful shared vernacular--Michiko Suzuki accesses inner lives of characters, hidden plot points, intertextual meanings, resistant messages, and social commentary. Reading the Kimono examines modern Japanese literary works and their cinematic adaptations, including Tanizaki Jun'ichirō's canonical novel, The Makioka Sisters, and its film versions, one screened under the US Occupation and another directed by Ichikawa Kon in 1983. It also investigates Kōda Aya's Kimono and Flowing, as well as Naruse Mikio's 1956 film adaptation of the latter. Reading the Kimono additionally advances the study of women writers by discussing texts by Tsuboi Sakae and Miyao Tomiko, authors often overlooked in scholarship despite their award-winning, bestselling stature. Through her analysis of stories and their afterlives, Suzuki offers a fresh view of the kimono as complex "material" to be read. She asks broader questions about the act of interpretation, what it means to explore both texts and textiles as inherently dynamic objects, shaped by context and considered differently over time. Book excerpt: In 1916, a group of Korean farmers and their children gathered to watch a film depicting the enthronement of the Japanese emperor. For this screening, a unit of the colonial government’s news agency brought a projector and generator by train to their remote rural town. Before the formation of commercial moviegoing culture for colonial audiences in rural Korean towns, many films were sent to such towns and villages as propaganda. The colonial authorities, as well as later South Korean postcolonial state authorities, saw film as the most effective medium for disseminating their political messages. In Cine-Mobility, Han Sang Kim argues that the force of propaganda films in Korea was derived primarily not from their messages but from the new mobility of the viewing position. From the first film shot in Korea in 1901 through early internet screen cultures in late 1990s South Korea, Cine-Mobility explores the association between cinematic media and transportation mobility, not only in diverse and discrete forms such as railroads, motorways, automobiles, automation, and digital technologies, but also in connection with the newly established rules and restrictions and the new culture of mobility, including changes in gender dynamics, that accompanied it.
