Therefore, the question of adequate social representation of marginalized and underprivileged communities has to be made pivotal in the discourse of inclusion. This book investigates selected aspects of labour market informality in India. It examines the key factors that have expedited labour informality—contractualisation—in the manufacturing sector since the early 1990s. It analyses the features of informality and inclusion from the perspective of not just class but also the caste hierarchy in Indian society, thus offering readers an exhaustive overview of economic inclusion following the economic reforms and providing fresh insights into labour market informality through the lens of the social divisions in Indian society. Developed on a wide canvas of multiple processes, policies, and factors that have contributed to this phenomenon, the book offers an elaborate analysis of contractualisation within the industry from the perspectives of labour legislation and the labour market. India's tax revenues depend on manufacturing while agriculture and services generate employment. WTO's Uruguay and Doha rounds imply large tariff cuts. This affects the competitiveness of the Indian manufacturing sector and has implications for government deficits. Excessive dependence on indirect taxes and subsidies to regulate markets introduces distortions and is incompatible with free market principles. The book analyses welfare implications of fiscal and trade policies for India. To put the results in perspective, developments in trade theory, public finance and Computable General Equilibrium (CGE) modelling are covered. Theoretical results are juxtaposed with empirical findings from these models. Methodology to construct CGE models is also covered. The trade model covers tariff cuts under various assumptions besides incorporating "new trade theory". As tax reforms and tariff cuts are independent, past tax reforms like MODVAT (MODified VAT) and proposed reforms like VAT, elimination/reduction of subsidies are covered using a separate tax model.

Book excerpt: Unorganised manufacturing sector of India is operating under increasing returns to scale despite the industries being predominantly traditional in nature. Scarcity of capital compels this sector to operate at a sub-optimal level. Scheduled commercial banks plagued with NPAs under directed lending primarily due information asymmetry and monitoring problems, not only restrict supply of loans to this sector but also fail to ensure productive use of the capital advanced to this sector. Informal sources of financing is highly important to this sector and these financers having full information about borrowers are in a position to monitor the functioning of the latter often bundling of financing with other relations and at times through equity participation. Thus, informal financing ensures most productive use of scarce resource, which is reflected in terms of increasing returns to scale. Significantly positive regression coefficient of the value added per enterprise on the proportion of non-institutional finances in total outstanding loan and a negative coefficient of the regression on the share of institutional finances are again manifestation of the differences in the utilization of the finances and the quality of financial services provided by the two sources. It is argued that in order to provide adequate finances to these industries banks may operate through these informal institutions that would not only ensure proper screening, timely delivery and effective monitoring but also ensure proper use of the fund and thus safe repayment for the bank. It would thus provide a good opportunity to banks to do business with a vast sector of the economy.

These shortages appear to occur at the same time that relatively high rates of capacity underutilization in manufacturing industries are observed. This paper develops a simple model which explains the existence of excess capacity when there are quantitative restrictions on key inputs. This model is tested using data for manufacturing industries in India, and the results indicate that shortages in domestic rather than imported inputs imposed binding constraints on capacity utilization rates.
