With the global population expected to exceed 9 billion by 2050, food security producing enough food of sufficient quality and making it accessible and affordable for consumers around the world is one of the most important policy objectives .The United Nations estimates that global food demand will double by 2050, with much of that growth driven by developing countries. The world will then need to feed 2.3 billion more people, and given the deep transformation of growth trajectories in low-income countries, these populations will be increasingly affluent and will demand more, different, and better food. But how will the world meet this additional demand? Given Africa s productive potential, it must be a key contributor to feeding the world in the future. But to fully realize that potential will require overcoming many obstacles through innovative and transformative approaches.

Book excerpt: Changes in the global environment have led some to question whether the conventional wisdom on the role of agriculture in economic development is still relevant to Africa today. This report critically examines the literature on this issue, taking both the conventional and skeptical views into account. It complements this review with case studies of five African countries. The findings indicate that agricultural growth will play an essential role in promoting overall economic growth and reducing poverty in most of Africa's agrarian-based economies. This holds true even for countries that have the potential for industrial growth driven by natural resources. The results also show that only smallholder food-staple and livestock production can generate broadbased agricultural growth. By demonstrating that Africa's agricultural and food subsector cannot be bypassed, this report contributes to an important ongoing debate in development studies.

Despite a growing body of research on African economies, very little has focused on the relationship between economic growth and employment outcomes at the detailed country level. A lack of empirical data has deprived policymakers of a robust evidence base on which to make informed decisions. By harnessing country-level household, firm, and national accounts data together with existing analytical country research—the authors have attempted to bridge this gap. Book excerpt: Sub-Saharan Africa's greatest current comparative advantage lies in its agricultural sector. Most of this agricultural production takes place through emerging agricultural enterprises (EAEs) - i.e., fast growing small and medium-sized enterprises. While some EAEs engage in intra-Africa trade, few have managed to sell their various agricultural products in high-value markets, like the European Union or the United States. To help EAEs grow within their own markets and compete in overseas markets, Sidley Austin LLP established in 2012, the Sidley Emerging Enterprises Pro Bono Program. Participants have gained deep understanding of practical trade barriers impeding EAEs' trade. But factors only tangentially related to trade law also constitute key impediments to African exports to high-value markets: for instance, governments' lack of a functioning Sanitary and Phytosanitary (SPS) or Technical Barriers to Trade (TBT) regulatory framework, EAEs' inability to comply with higher quality standards in high-value markets, and problems related to negotiation and enforcement of contracts. This paper discusses some of the main market access barriers encountered by Sidley's clients, and practical ways to address these barriers, including through the principles, tools and resources made available by the WTO. It provides a brief overview of the different types of import requirements EAEs must comply with in order to access high-value markets, including tariffs and NTMs such as SPS and TBT requirements. It then highlights ways in which an enterprise can best take advantage of high-value agricultural markets. Finally, it discusses how Sub-Saharan African governments can further facilitate EAEs' ability to bring their products into compliance with food safety and quality standards in high-value markets.
