Book excerpt: Colonial social policy in the British West Indies from the nineteenth century onward assumed that black families lacked morals, structure, and men, a void that explained poverty and lack of citizenship. African-Caribbean families appeared as the mirror opposite of the "ideal" family advocated by the white, colonial authorities. Yet contrary to this image, what provided continuity in the period and contributed to survival was in fact the strength of family connections, their inclusivity and support. This study is based on 150 life story narratives across three generations of forty-five families who originated in the former British West Indies. The author focuses on the particular axes of Caribbean peoples from the former British colonies of Jamaica, Trinidad and Tobago and Barbados, and Great Britain. Divided into four parts, the chapters within each present an oral history of migrant African-Caribbean families, demonstrating the varieties, organization, and dynamics of family through their memories and narratives. It traces the evolution of Caribbean life; argues how the family can be seen as the tool that helps transmit and transform historical mentalities; examines the dynamics of family life; and makes comparisons with Indo-Caribbean families. Above all, this is a story of families that evolved, against the odds of slavery and poverty, to form a distinct Creole form, through which much of the social history of the English-speaking Caribbean is refracted. "Family Love in the Diaspora" offers an important new perspective on African-Caribbean families, their history, and the problems they face, for now and the future. It offers a long overdue historical dimension to the debates on Caribbean families.

Dominion over Palm and Pine traces the transnational ebb and flow of these union campaigns, situating them in the global history of colonialism and white supremacy, Black activism, and decolonization. Paula Hastings centres the British Caribbean in historical narratives that rarely take account of the region, challenging us to rethink the history of Canadian expansionism and its entangled relationship with nation building, the struggle for sovereignty at home and abroad, and Canada’s evolving role and reputation on the world stage. Widely conceived, the brokers of Canada’s international histories included a multiplicity of actors who shaped the evolving contours and outcomes of the debate: Canadian legislators, civil servants, businessmen, and social justice activists; Caribbean migrants, intellectuals, and anti-colonial nationalists; and British colonial officials, absentee planters, and politicians. Canada’s lack of an overseas empire is often vaunted as a national characteristic that sets Canada apart from the United States and the old European powers. In excavating the dogged resilience of Canadian designs on the Caribbean, Dominion over Palm and Pine unsettles notions of Canadian goodness that rest on this self-righteous observation.

This book is comprised of 14 chapters and opens with a historical overview of developing nations' debt before turning to LDC debt since the 1973 OPEC price increases and the developing countries' abilities to carry debt. The myths of debt are also analyzed from a banker's perspective. The next section presents case studies detailing the economic and political conditions of selected countries with substantial debt and varying degrees of economic difficulty, including the Philippines, Jamaica, Turkey, and Peru. The remaining chapters examine alternative proposals for debt relief and place the analysis of developing country debt in a broader, global context. LDC debt is considered from three perspectives: the development needs of LDCs; the safety and soundness of United States banks; and the U.S. national interest. The role of the International Monetary Fund as a lender of last resort is also considered. The final chapter assesses the implications of debt for trade and the prospects for world economic growth. This monograph will be of interest to economists, bankers, politicians, and policymakers.
