The book also addresses various behaviors of knowledge agents in the knowledge sharing process. The research findings of this book will provide some policy implications to help policy makers to establish a more effective collaborative and interactive innovation system. The focus on China offers a unique contribution, because the form that university-industry collaborations take differs widely from country to country. The United States, the United Kingdom, Japan, and China differ vastly in the way that they implement their respective R&D policies. Some of these differences stem from national culture, others from the historical evolution of the institutions that support innovation efforts, and some from the extent of available resources.

Book excerpt: Successful collaborations between university and industry (UI) promise numerous mutual benefits. In order to realize these benefits, both parties need effective governance mechanisms to overcome organizational and cultural barriers. Until 2004 in Japan, national universities were government organizations, and as such, they were prevented from actively pursuing collaborations with industry. Under this restriction, UI collaborations were established through informal interpersonal networks. Joint R&D projects were inherently small and seldom likely to generate concrete results for industry. After a series of institutional and organizational reforms by the Japanese government, universities and industries adopted a new strategic approach in the early 2000s to form inter-organizational alliances. Based on the case of the Tokyo Institute of Technology, this paper analyzes how the inter-organizational alliances are managed and investigates their impact on joint R&D projects, in comparison with the traditional interpersonal networks. Additional research indicates that most national and private universities adopt management schemes similar to those presented in the case study. The findings suggest that inter-organizational UI alliances, being equipped with contractual arrangements, organizational commitments, specialized coordination, and formal evaluation procedures, enable alliance partners to initiate more explorative research, to organize interdisciplinary projects with faculties in different research fields, and to establish larger-scale R&D projects.

Various issues associated with partnering have been widely investigated in the prevailing literature. These research efforts have built up a solid theoretical foundation for partnering development. A review of prevailing literature indicates that case study, survey and interview are the common research approaches employed for partnering research. Close collaboration between the industry and university can facilitate the research process, especially on soliciting information and insights from practitioners in partnering. To facilitate collaboration between industry and university, the Hong Kong Polytechnic University (PolyU) introduced a collaborative platform, termed as Teaching Company Scheme (TCS), which enables companies to take on university's research expertise to conduct business-specific research projects. At the same time, universities can put the research deliverables into real business world to increase practical values of research. This paper aims to introduce the organization and operation of TCS by a case study on a successful TCS between a utility company in Hong Kong and PolyU. This paper concludes that the TCS is an effective means to foster collaboration between industry and university, resulting enhancement of both theoretical and empirical development of partnering research.

Through 11 empirical chapters, the authors not only chart the diversity among case institutions, engagement mechanisms, and regional contexts but also use that diversity to advance a novel conceptual framework, centered on the process of mundaneness, for unpacking university-regions’ everyday activities, taking into account the dynamic, complex, and co-evolving interplay between (a) key social agents and institutions, (b) the contexts in which they are embedded, as well as (c) the historical trajectories and strategic ambitions underpinning context-specific social arrangements and interactions that are mediated by temporal and spatial dimensions. Drawing on evolutionary economic geography, innovation studies, management and organization studies, and historical perspectives, the volume advances a new mode of understanding university-regional engagement as a form of extendable temporary coupling, which also helps to address perennial policy and managerial questions alike of what to do with universities that do not serve local labour market needs and/or are located in regions suffering from brain drain. Nowadays in many areas of science, collaboration is not a preference but, literally, a work prerequisite. The purpose of this book is to review and critique the burgeoning scholarship on research collaboration. The authors seek to identify gaps in theory and research and identify the ways in which existing research can be used to improve public policy for collaboration and to improve project-level management of collaborations using Scientific and Technical Human Capital (STHC) theory as a framework. Broadly speaking, STHC is the sum of scientific and technical and social knowledge, skills and resources embodied in a particular individual. It is both human capital endowments, such as formal education and training and social relations and network ties that bind scientists and the users of science together. STHC includes the human capital which is the unique set of resources the individual brings to his or her own work and to collaborative efforts. Generally, human capital models have developed separately from social capital models, but in the practice of science and the career growth of scientists, the two are not easily disentangled. Using a multi-factor model, the book explores various factors affecting collaboration outcomes, with particular attention on institutional factors such as industry-university relations and the rise of large-scale university research centers.

Book excerpt: Strong science, technology, and innovation links between universities and industry are of critical importance to Sri Lanka as it strives to become an upper-middle-income country. This report presents an overview of current U-I collaboration in Sri Lanka by analyzing responses to a survey of companies and university departments in 2015. Data from the 2015 survey are compared with data from a similar survey in 2007 to identify trends over time. The study examines current policies to promote U-I collaboration in Sri Lanka, highlights some good practices in other countries, and suggests possible ways that Sri Lanka may be able to strengthen U-I collaboration. The report is intended primarily for policy makers in the fields of higher education, research, and innovation, as well as for researchers in companies, universities, and research institutes who are already collaborating in public-private partnerships or are planning to do so. The responses show that the majority of existing links between Sri Lankan universities and companies are short-term, informal interactions with low direct transfer of knowledge and innovation. However, the survey findings also show a growing emphasis on deeper and more demanding types of collaboration, such as joint Research and Development activities, prototype testing, and spin-offs, even though these remain relatively uncommon. Key recommendations to strengthen U-I collaboration are: • As part of the national Science, Technology, and Innovation Policy 2016†“2020, develop and implement a national plan to upgrade the country’s research infrastructure, in line with national research and innovation priorities. • Strengthen Research and Development funding schemes for joint projects between universities/research institutes and companies, based on national and international experiences. • Define and implement clear intellectual property rights rules for publicly funded research to encourage the use of research results and ensure effective and timely legal protection of intellectual property. • Establish open innovation spaces and business incubators at universities and make available seed money for faculty and students to develop start-ups. • Strengthen the U-I interaction cells at universities with professional expertise in technology transfer and business model development. • Establish opportunities for master’s and PhD students to pursue targeted research projects in companies as part of their study.
