Book excerpt: The Origins of Federal Support for Higher Education revises the traditional interpretation of the land-grant college movement, whose institutions were brought into being by the 1862 Morrill Act to provide for "the liberal and practical education of the industrial classes." Rather than being the inevitable consequence of the unfolding dynamic of institutional and socioeconomic forces, Williams argues, it was the active intervention and initiative of a handful of educational leaders that secured the colleges' future—above all, the activities of George W. Atherton. For nearly three decades, Atherton, who was the seventh president of the Pennsylvania State University, worked to secure consistent federal financial support for the colleges, which in their early years received little assistance from the states they were designed to benefit. He also helped to develop the institutions as comprehensive "national" universities grounded in the liberal arts and sciences—a conception that countered the prevailing view of the colleges as mainly agricultural schools. Atherton became the prime mover in the campaign to enact the 1887 Hatch Act, which encouraged the establishment of agricultural experiment stations at land-grant colleges. The act marked the federal government's first effort to provide continuous funding to research units associated with higher education institutions. At the same time, Atherton played a key role in the formation of the first association of such institutions: The Association of American Agricultural Colleges and Experiment Stations. It was the Association that provided the critical mass needed to lobby Congress successively and to approach the many opportunities and threats the land-grant colleges faced during the 1885–1906 period. Atherton was also deeply involved in the campaign for the Morrill Act of 1890, which provided long-sought annual appropriations to land-grant colleges for a broad range of academic programs and encouraged steady growth in state support during the 1890s. Roger Williams traces the motives and tactics behind a series of laws that made the federal government irreversibly committed to funding higher education and scientific research and provides rich new insights into the complexities, polarities, and inherent contradictions of the history of the American land-grant movement.

Book excerpt: ABSTRACT: To test the theory, I employ a time-series cross-sectional design for all developing countries during the years of 1995-2005. The results of various tests show support for the argument that aid for institutional reform has a differential impact on MPIs in ethnically diverse states. Specifically, I find that 1) aid mitigates the negative effects of ethnic diversity on the development of MPIs, 2) that aid is better able to mitigate the negative effects of diversity in democracies than in autocracies, 3) that aid has a greater positive effect on MPIs as the level of ethnic diversity increases, and lastly 4) that aid is more effective in ethnically diverse democracies than ethnically diverse autocracies. The results have profound implications for the 5 billion people who currently live in underdeveloped and ethnically diverse states.

For a century, these schools have assumed and continue to maintain a unique and important role in affording educational opportunities for thousands of students to whom no other doors would have been opened. A Century of Service is both a history and a celebration of these Land-Grant schools. The work also provides a presentation of views on how their original mission can best be adapted to the challenges of the future. The 1890 Land-Grant institutions are a legacy of what can be accomplished with little more than a determined, tenacious commitment to survive and excel. Book excerpt: Students who participate in scientific research as undergraduates report gaining many benefits from the experience. However, undergraduate research done independently under a faculty member's guidance or as part of an internship, regardless of its individual benefits, is inherently limited in its overall impact. Faculty members and sponsoring companies have limited time and funding to support undergraduate researchers, and most institutions have available (or have allocated) only enough human and financial resources to involve a small fraction of their undergraduates in such experiences. Many more students can be involved as undergraduate researchers if they do scientific research either collectively or individually as part of a regularly scheduled course. Course-based research experiences have been shown to provide students with many of the same benefits acquired from a mentored summer research experience, assuming that sufficient class time is invested, and several different potential advantages. In order to further explore this issue, the Division on Earth and Life Studies and the Division of Behavioral and Social Sciences and Education organized a convocation meant to examine the efficacy of engaging large numbers of undergraduate students who are enrolled in traditional academic year courses in the life and related sciences in original research, civic engagement around scientific issues, and/or intensive study of research methods and scientific publications at both two- and four-year colleges and universities. Participants explored the benefits and costs of offering students such experiences and the ways that such efforts may both influence and be influenced by issues such as institutional governance, available resources, and professional expectations of faculty. Integrating Discovery-Based Research into the Undergraduate Curriculum summarizes the presentations and discussions from this event.
