Book excerpt: The 2010 State of the Forest report (SOF) benefited from financial support from the European Union, the United States, Germany, France and UNESCO. It represents the collaborative effort of over 100 individuals from a diversity of institutions and the forestry administrations of the Central African countries. The SOF process began with the selection and definition of indicators relevant to monitoring the state of forests in Central Africa. The indicators are structured around three thematic areas: (i) forest cover; (ii) management of production forests; and (iii) conservation and biodiversity. They are presented in a hierarchical structure at the regional, national and management unit (i.e. logging concessions and protected areas) levels. The indicators were vetted by a representative panel of stakeholders of forest management in Central Africa. The indicators are used to guide an annual data collection process carried out between April and August by national groups of four to ten individuals working within the forestry administrations. The data reported on in the 2010 SOF were primarily collected in 2009 and 2010. Results were validated in national workshops attended by government officials as well as representatives of environmental NGOs, the private sector and development projects. The data provided an important basis for the authors of the 11 chapters of the 2010 SOF, which were under the coordination of a scientific committee of international renown. A final workshop was held 29-30 March, 2011 in Douala to review a draft report. Following amendments based on comments from a wide audience of experts the final layout was completed.

Indeed, central banks are often now seen as 'the only game in town', and a place to put innumerable problems vastly exceeding their traditional remit. These new powers do not fit well, however, with the independence of central banks, remote from the democratic control of government. Central Banking in Turbulent Times examines fundamental questions about the central banking system, asking whether the model of an independent central bank devoted to price stability is the final resting point of a complex development that started centuries ago. It dissects the hypothesis that the Great Recession has prompted a reassessment of that model; a renewed emphasis on financial stability has emerged, possibly vying for first rank in the hierarchy of objectives of central banks. This raises the risk of dilemmas, since the Great Recession brought into question implicit assumptions that the pursuit of price stability would also lead to financial stability. In addition, the border between monetary and fiscal policy was blurred both in the US and in Europe. Central Banking in Turbulent Times asks whether the model prevailing before the Great Recession has been irrevocably altered. Access to education has increased, but quality remains low, with weaknesses in governance comprising an important part of the explanation. The Politics and Governance of Basic Education explores the balance between hierarchical and horizontal institutional arrangements for the public provision of basic education. Using the vivid example of South Africa, a country that had ambitious goals at the outset of its transition from apartheid to democracy, it explores how the interaction of politics and institutions affects educational outcomes. By examining lessons learned from how South Africa failed to achieve many of its goals, it constructs an innovative alternative strategy for making process, combining practical steps to achieve incremental gains to re-orient the system towards learning.

The Malleus is an important text and is frequently quoted by authors across a wide range of scholarly disciplines. Yet it also presents serious difficulties: it is difficult to understand out of context, and is not generally representative of late medieval learned thinking. This, the first book-length study of the original text in English, provides students and scholars with an introduction to this controversial work and to the conceptual word of its authors. Like all witch-theorists, Institoris and Sprenger constructed their witch out of a constellation of pre-existing popular beliefs and learned traditions. Therefore, to understand the Malleus, one must also understand the contemporary and subsequent debates over the reality and nature of witches. This book argues that although the Malleus was a highly idiosyncratic text, its arguments were powerfully compelling and therefore remained influential long after alternatives were forgotten. Consequently, although focused on a single text, this study has important implications for fifteenth-century witchcraft theory. This is a fascinating work on the Malleus Maleficarum and will be essential to students and academics of late medieval and early modern history, religion and witchcraft studies.

Austin and as exemplified by the history of the French Revolution. Through analysis of the techniques of representation in works by Balzac, Stendhal, and Zola, Petrey suggests that the expression of a truth depends on the same collective forces necessary to change a regime. According to Petrey, political legitimacy in the Revolution, the Empire, and the Restoration was established by means of a series of demonstrations that what words say cannot be interpreted without reference to the community to which they speak. Petrey first discusses the creation of France's National Assembly in 1789 as a foundational example of how speech acts can bring about historical transformation. He then challenges the most powerful twentieth-century assault on realist aesthetics, Roland Barthes's S/Z, and also considers the views of such contemporary critics as Jacques Derrida, Barbara Johnson, and Stanley Fish. During the Revolution, Petrey says, statements of truth were not descriptions of what was, but rather exhortations to produce what was not. Nineteenth-century French fiction represents in literary form a similar collectively authorized linguistic performance; the "real" in realism comes from representing facts not as they are in themselves but as they are produced and rejected in society. In the course of illuminating readings of three central realist works—Balzac's Pere Goriot, Stendhal's The Red and the Black, and Zola's Germinal—Petrey takes the position that the dilemmas of representation, far from being one of realism's blind spots, figure among its major narrative subjects.
