The implementation of neo-liberal policies has led to countervailing transformations in democratic citizenship and to the rise of populist leaderships, while the crisis of representation has been accompanied by new forms of participation, generating profound transformations. The authors analyze these recent trends, reflected in new forms of populism, inclusion and exclusion, participation and alternative models of democracy, social insecurity and violence, diasporas and transnationalism, the politics of justice and the politics of identity and multiculturalism.

Mexico, however, has maintained the salience of the national unit in the form of the state as a ruling apparatus and as the target of organized, non-state, political opposition. This study examines the transformation of Mexico's social and political organization from state corporatism to transnationalized corporatism, a form distinguished by the effect that International Financial Institutions and the World Trade Organization have on the state's relationship to the rest of society. By exploring how non-governmental organizations, political parties, unions and social movements (notably the Zapatistas) engage with the state under neoliberalism, this work significantly emphasizes the continued relevance of corporatist structures in an environment of electoral democratic reform.

Throughout, the author makes interdisciplinary links among geography, political economy, postcolonialism, and Latin American studies in order to provide a new framework for analyzing the development of state power in Mexico. He also explores key processes in the contestation of the modern state, specifically through studies of the role of intellectuals, democratization and democratic transition, and spaces of resistance. As Morton argues, all these themes can only be fully understood through the lens of uneven development in Latin America. They make extensive use of polls conducted during the 1988, 1991, and 1994 national elections and draw from in-depth interviews with leading political figures, including major presidential candidates. Although the 1994 presidential election showed that Mexican citizens are making their opinions known and felt at the polls, Dominguez and McCann argue that Mexico cannot be considered a democracy as long as party elites fail to ensure truly free and fair elections. Instead, the judiciary saw its powers expand incrementally. Under this new context inevitable questions emerged: How have the justices interpreted the constitution?
