To develop this perspective, the book examines the state's emigration policies, their determinants and their execution for the Japanese and Okinawan migration programs to Bolivia in the 1950s. Yet little is known about this gendered impact, in terms of both masculinities and femininities, either historically or in contemporary times. While research in this area has begun to grow since events in Iraq and Afghanistan, this collection helps redress the relative neglect by examining and analysing the impact of occupation on men and women, both occupied and occupier, in a variety of geographical spaces from Japan to Palestine to Iraq. Gendered perspectives are also intimately tied to analyses of ‘power’: how power is enacted by the occupier; how powerlessness is experienced by the occupied; how power is negotiated, shared, compromised, subverted, reclaimed; power as visible and invisible; institutional power; contested power in post-conflict societies; and power as discursively constructed. The term ‘military occupation’ is interpreted broadly to include occupation, interventions, the presence of military bases and peacekeeping/post-conflict operations. This interpretation allows space to demonstrate that the lines between each definition are blurred, especially when it comes to analysing gender and power.

Over the last fifteen years the Department of Defense has been moving from a few large-footprint bases to smaller and much more numerous bases across the globe. This so-called lily-pad strategy, designed to allow high-speed reactions to military emergencies anywhere in the world, has provoked significant debate in military circles and sometimes-fierce contention within the polity of the host countries. In Base Politics, Alexander Cooley examines how domestic politics in different host countries, especially in periods of democratic transition, affect the status of U.S. bases and the degree to which the U.S. military has become a part of their local and national landscapes. Drawing on exhaustive field research in different host nations across East Asia and Southern Europe, as well as the new postcommunist base hosts in the Black Sea and Central Asia, Cooley offers an original and provocative account of how and why politicians in host countries contest or accept the presence of the U.S. military on their territory. Book excerpt: In Inglorious, Illegal Bastards, Aaron Herald Skabelund examines how the Self-Defense Force (SDF)—the post–World War II Japanese military—and specifically the Ground Self-Defense Force (GSDF), struggled for legitimacy in a society at best indifferent to them and often hostile to their very existence. From the early iterations of the GSDF as the Police Reserve Force and the National Safety Force, through its establishment as the largest and most visible branch of the armed forces, the GSDF deployed an array of public outreach and public service initiatives, including off-base and on-base events, civil engineering projects, and natural disaster relief operations. Internally, the GSDF focused on indoctrination of its personnel to fashion a reconfigured patriotism and esprit de corps. These efforts to gain legitimacy achieved some success and influenced the public over time, but they did not just change society. They also transformed the force itself, as it assumed new priorities and traditions and contributed to the making of a Cold War defense identity, which came to be shared by wider society in Japan. As Inglorious, Illegal Bastards demonstrates, this identity endures today, several decades after the end of the Cold War.
