Along with the world's growing population and diminishing amounts of water and arable land, the gradual increase in severe weather presents new challenges and imperatives for producing new, more resilient crops to feed a more crowded planet in the twenty-first century. Innovation has historically helped agriculture keep pace with earth's social, population, and ecological changes. In the last 50 years, mechanical, biological, and chemical innovations have more than doubled agricultural output while barely changing input quantities. The ample investment behind these innovations was available because of a high rate of return: a 2007 paper found that the median ROI in agriculture was 45 percent between 1965 and 2005. This landscape has changed. Today many of the world's wealthier countries have scaled back their share of GDP devoted to agricultural R&D amid evidence of diminishing returns. Universities, which have historically been a major source of agricultural innovation, increasingly depend on funding from industry rather than government to fund their research. As Upton Sinclair wrote of the effects industry influences, "It is difficult to get a man to understand something when his salary depends upon his not understanding it." In this volume of the NBER Conference Report series, editor Petra Moser offers an empirical, applied-economic framework to the different elements of agricultural R&D, particularly as they relate to the shift from public to private funding. Book excerpt: Agricultural yields have increased steadily in the last half century, particularly since the Green Revolution. At the same time, inflation-adjusted agricultural commodity prices have been trending downward as increases in supply outpace the growth of demand. Recent severe weather events, biofuel mandates, and a switch toward a more meat-heavy diet in emerging economies have nevertheless boosted commodity prices. Whether this is a temporary jump or the beginning of a longer-term trend is an open question. Agricultural Productivity and Producer Behavior examines the factors contributing to the remarkably steady increase in global yields and assesses whether yield growth can continue. This research also considers whether agricultural productivity growth has been, and will be, associated with significant environmental externalities. Among the topics studied are genetically modified crops; changing climatic factors; farm production responses to government regulations including crop insurance, transport subsidies, and electricity subsidies for groundwater extraction; and the role of specific farm practices such as crop diversification, disease management, and water-saving methods. This research provides new evidence that technological as well as policy choices influence agricultural productivity.

Land grants, the distribution of irrigation water, land-grant college research and services, farm programs, and tax laws all have been affected. Yet, asserts the author, federal legislation and practices have had an institutional bias toward large-scale farms and agribusiness and have hastened the demise of family farms. Dr. Vogeler examines the struggle between land interests in the private and public sectors and finds that the myth of the family farm has been used to obscure the dominance of agribusiness and that the corporate penetration of agriculture has in turn contributed to the plight of migrant workers, the decline of small towns, and the economic difficulties of independent farmers. Dr. Vogeler also identifies the major shortcomings of agribusiness and federal land-related laws and programs; examines the regional impact of agribusiness and federal farm programs on rural areas; and considers the role of racial minorities and women in the development of agrarian capitalism. In conclusion, he offers a structural analysis that provides the means for progressive social change and states that the achievement of economic equality in rural America and the dismantling of the corporate control of agriculture can be realized through farmer-labor alliances.

Book excerpt: The National Agricultural Statistics Service (NASS) is the primary statistical data collection agency within the U.S. Department of Agriculture (USDA). NASS conducts hundreds of surveys each year and prepares reports covering virtually every aspect of U.S. agriculture. Among the small-area estimates produced by NASS are county-level estimates for crops (planted acres, harvested acres, production, and yield by commodity) and for cash rental rates for irrigated cropland, nonirrigated cropland, and permanent pastureland. Key users of these county-level estimates include USDA's Farm Services Agency (FSA) and Risk Management Agency (RMA), which use the estimates as part of their processes for distributing farm subsidies and providing farm insurance, respectively. Improving Crop Estimates by Integrating Multiple Data Sources assesses county-level crop and cash rents estimates, and offers recommendations on methods for integrating data sources to provide more precise county-level estimates of acreage and yield for major crops and of cash rents by land use. This report considers technical issues involved in using the available data sources, such as methods for integrating the data, the assumptions underpinning the use of each source, the robustness of the resulting estimates, and the properties of desirable estimates of uncertainty.

Book excerpt: The United States bans imports of certain agricultural and wildlife goods that can carry pathogens or diseases or whose harvest can threaten wildlife stocks or endanger species. Despite these bans, contraband is regularly uncovered in inspections of cargo containers and in domestic markets. This study characterizes the economic factors affecting agricultural and wildlife smuggling by drawing on inspection and interdiction data from USDA and the U.S. Fish and Wildlife Service and existing economic literature. Findings reveal that agricultural and wildlife smuggling primarily include luxury goods, ethnic foods, and specialty goods, such as traditional medicines. Incidents of detected smuggling are disproportionately higher for agricultural goods originating in China and for wildlife goods originating in Mexico. Fragmentary data show that approximately 1 percent of all commercial wildlife shipments to the United States and 0.40 percent of all U.S. wildlife imports by value are refused entry and suspected of being smuggled.
