Book excerpt: Since airlift was first used as a tool of national security during the Berlin Airlift, it has grown to deliver passengers, cargo, and fuel to operations worldwide in support of national security. However, Air Mobility Command is the single organization that performs for air mobility for the United States. Cm%Currently, the Air Force has structured Air Mobility Command for war, yet this command performs operations during times when the US is at peace. Air Mobility Command performs missions to support US military operations in hostile environments as well as humanitarian operations in non-hostile environments. The number of operations requiring mobility air forces has been on the rise since the Cold War ended 10 years ago. These steady-state operations seem to over task mobility air forces. This study centers on the question: Can Air Mobility Command's force structure, organized for two major-theater wars, fulfill that requirement and perform the steady-state operations in today's strategic environment? This study finds that Air Mobility Command's force structure cannot meet its requirements for two major-theater wars and that the current force structure is inefficient in meeting the requirements for steady-state operations. First, this thesis presents a primer to acclimate the reader to the complex environment and multifaceted requirements of mobility air forces. Next, this thesis examines Air Mobility Command's current force structure as determined by Department of Defense requirements for war. Then this thesis also describes the various types of missions that Air Mobility Command performs on a steady-state basis and evaluates the importance of these operations in fulfilling US National Security Strategy. Finally, this thesis recommends action that the Air Force and the Department of Defense should investigate in order to improve their air mobility capabilities in.

Yet the nation's strategy of selective engagement dictated that the service be ready to fight and win two nearly simultaneous major theater wars, while maintaining its commitments to a growing string of small-scale contingencies. The mismatch between resources and requirements was forcing the men and women of the U.S. Air Force (USAF) into a lifestyle characterized by high personnel tempo at the expense of family life. Drops in retention rates and recruitment indicated that the situation, if allowed to go unchecked, would soon reach serious proportions. The answer was to create the Expeditionary Aerospace Force (EAF) -- a new way of doing business that improved predictability and stability in personnel assignments and furnished the service with a powerful management tool to more efficiently align its assets with the needs of the warfighting Commanders in Chief. EAF was an idea whose time had come, and on August 4, 1998, Acting Air Force Secretary, F. Whitten Peters, and Chief of Staff, General Michael E. Ryan, announced that the time for development had passed and that the USAF would now move as rapidly as possible toward full implementation. This work offers a preliminary history of the development and initial implementation of EAF from its beginnings to the roll-out of the 10 Aerospace Expeditionary Forces on October 1, 1999.

Book excerpt: For nearly fifty years, citizen airmen have served in the nation's defense as members of the Air Force Reserve. Citizen Airmen: A History of the Air Force Reserve, 194 & 1994 begins with the fledgling air reserve program initiated in 1916, traces its progress through World War II, and then concentrates on the period 1946 through 1994. The study skillfully describes the process by which a loosely organized program evolved into today's impressive force. The Air Force Reserve story is told within the context of national political and military policy and stresses that over the decades, as national needs have increased, reservists have met the challenges. Initially, the Air Force treated its reserve units as supplemental forces and equipped them with surplus equipment. Shortly after the Air Force Reserve was established in 1948, its members mobilized for Korean War duty and they served throughout the conflict. The Reserve program subsequently fell into disarray and required patient rebuilding. The passage of a series of key federal laws related to personnel issues and the introduction of the air reserve technician program greatly assisted in this rejuvenation process. In the l96Os, the Air Force Reserve demonstrated its mettle as it participated in numerous mobilizations reflecting the Cold War tensions of the era. Reservists were involved in operations ranging from the Berlin Crisis of 1961-1962 to the Southeast Asia mobilizations in 1968. In the 197Os, the Air Force Reserve program assumed heightened importance when the Department of Defense adopted the Total Force Policy. This concept treated the active forces, the National Guard, and all reserve forces as an integrated force. Reservists were now expected to meet the same readiness standards as their active duty counterparts. Since then, the Air Force Reserve has demonstrated its ability to perform a wide variety of missions. Air Reservists participated in American military operations in Grenada and Panama.
