Book excerpt: This book examines military operations other than war (MOOTW) of the Indonesian military in the post-Suharto period and argues that the twin development of democratic consolidation, marked by ‘stable’ civil–military relations from 2004 to 2014 under Susilo Bambang Yudhoyono’s presidency, and internationalization of the military have not yet entirely de-politicized the armed forces. This book shows how peacekeeping, humanitarian assistance and disaster relief, and counter-terror missions have been reinvented by the Indonesian military (Tentara Nasional Indonesia, TNI) to adhere to its politico-institutional interests rather than to divert military attention from politics. In contrast with conventional arguments about the rationale of MOOTW in promoting military professionalism, this book provides the first critical analysis of the development of these missions and correlates them with TNI’s concerted effort to preserve territorial command structure – a military network that parallels the civilian bureaucracy down to the village level. The book argues that the military in Indonesia remains domestically political amidst high intensity of international activism. A detailed investigation of civil–military relations in Indonesia, this book will be of interest to scholars in the fields of Southeast Asian studies and Asian politics, and more generally to those interested in civil–military relations, military politics, and MOOTW.

This empirical observation is surprising, given the Southeast Asian countries’ general reluctance to regional cooperation, the governance and budgetary constraints that are typical for developing countries and the huge heterogeneity of the involved countries in terms of environmental vulnerability, economic capacity and hegemonic power. This book analyzes the creation and effectiveness of two environmental regimes, one on transboundary haze pollution and a second on resource management of the Mekong. It will be shown that regime creation is extremely problematic and strategies to overcome conflicting actor constellations are mostly lacking.

Book excerpt: Abstract: The unique character of the United Nations (UN) imposes strategic challenges on the organization's leadership and management structures at the national and the international level. In response to these challenges, the UN reform efforts, introduced in 1997, paved the way for the UN system effectiveness, efficiency and coherence. Emerging from the reform, the United Nations Development Assistance Framework (UNDAF) engages various development stakeholders in identifying and achieving national development priorities. This review found that the UNDAF is an effective strategic instrument that well-positions the UN at the national level and it enhances national capacities and supports national governments in identifying and achieving their development priorities within the context of the internationally agreed development goals and agreements. However, this evidence-based study found that the lack of national ownership of some governments obstructs the UNDAF formulation and implementation process. Notably, despite that some evidences indicate that the UNDAF could be a challenging process when UNCTs are not Delivering as One (DaO), this interview-based study found that the DaO approach could further complicate the process if it is not carefully studied based on country-specific contexts.

What has worked, why it has worked, and what is scalable and transferable, are key questions for both development practice and research into how peace is built and the interactive role of domestic and international processes therein. Despite a wealth of research into these questions, significant gaps remain. This volume speaks to these gaps through new analysis of a selected set of well-regarded aid interventions. Drawing on diverse scholarly and policy expertise, eight case study chapters span multiple domains and regions to analyse Afghanistan’s National Solidarity Programme, the Yemen Social Fund for Development, public financial management reform in Sierra Leone, Finn Church Aid’s assistance in Somalia, Liberia’s gender-sensitive police reform, the judicial facilitators programme in Nicaragua, UNICEF’s education projects in Somalia, and World Bank health projects in Timor-Leste. Analysis illustrates the significance of three broad factors in understanding why some aid interventions work better than others: the area of intervention and related degree of engagement with state institutions; local contextual factors such as windows of opportunity and the degree of local support; and programme design and management.
