There currently exists in the United States an extreme shortage of available information concerning military unions. Specifically, there is little information concerning organization, operation, advantages, disadvantages, and limitations of foreign military unions. The organization and operation of the present military unions of Austria, Denmark, and Sweden were analyzed to determine their advantages, disadvantages, and limitations. (Author).

The actual probability of such an event being indeterminant at this time, the situation should be closely studied to determine the advantages and disadvantages of military unionization are presented along with the possible limitations on a military union should it become a reality. Two military unions operating with some degree of success in West Germany and Norway, respectively, are analyzed. Limitations common to both the Norwegian and West German unions are discussed to determine their possible applicability to the armed forces of the United States.

Book excerpt: The paper examines three questions: Should members of the Armed Forces be denied the right to collectively bargain when Federal civilian employees can? Do military unions degrade morale, discipline or combat effectiveness of Armed Forces? Is PL 95-610 (denying the right of military members to join unions) constitutional? The thesis is that the military members should not be denied this right. The fact that they are, is based on a presumpt of that unions would undermine command authority and present a clear threat to morale and readiness. A review of unionized armed forces of a number of European countries, however, refutes this contention. In fact, military unions have generally been a force for solving problems without ill effect. As to the legality of PL95-610, it is still an unknown as the law has not been challenged in the courts. Unionization of the US Armed Forces is a dormant issue, but not a dead one. (Author).

Book excerpt: Based on more than one hundred interviews and group discussions with low-ranking soldiers, conscripts, and volunteers, this volume provides a unique perspective on the history, and analyzes the current status, of soldier unions and resistance movements in more than twenty countries. Beginning with the isolated, spontaneous incidents that characterized military protest in the mid-1960s, the study traces the changing profile of resistance movements in the conscript armies of Europe; the volunteer forces of the United States, Great Britain, Canada, and Australia; and the armed forces of Portugal, Chile, Iran, and the Phillipines. From the information and data collected, David Cortright and Max Watts hypothesize that resistance among low-ranking soldiers occurs only in countries with a high degree of capital accumulation, a new concept they refer to as the Threshold Theory of Military Resistance. Support for the Threshold Theory is based on data extracted from in-depth descriptions of the origins and organization of military unions and protest movements in Holland, West Germany, Scandinavia, France, Italy, Spain, East Germany, and the Soviet Union, as well as in countries below the threshold. A detailed examination of the United States army's resistance activities after the Vietnam conflict, its attempted unionization, and its continuing struggle with lack of discipline and low morale completes the global scope of this work. It will offer military sociologists, scholars, social scientists, soldiers, and veterans a singular survey of the dynamics of protest within the military around the world.
