Book excerpt: Comoros is a small, fragile island state facing significant development challenges, balance of payments needs, a high risk of debt distress, vulnerabilities in the banking system, and governance weaknesses. In recent years, the country was hit by successive shocks including Cyclone Kenneth in 2019, the COVID-19 pandemic in 2020- 21, and fallout from the war in Ukraine in 2022. Two rounds of emergency support under the RCF/RFI of SDR 8.9 million each were approved in July 2019 and April 2020. A Staff Monitored Program (SMP), approved in September 2021, ended with broadly satisfactory performance, helping to establish a track record of policy implementation towards an Extended Credit Facility (ECF) arrangement. Policies under the SMP aimed to address the impact of the COVID-19 pandemic, reduce economic risks, and begin reforms to tackle sources of fragility.

Growth is estimated at 2.7 percent for 2017, half a percentage point higher than in the previous year. A combination of factors contributed to this outcome, notably an improved electricity situation relative to 2016, increased exports, and stronger remittance flows. However, the economy was held back by a perceived deterioration in the business climate and tensions in the financial sector. Inflation remained moderate. The near-term outlook remains challenging in the absence of further reform efforts. The authorities’ reform agenda and investment plans, undertaken in the context of their revised strategic development plan will help raise future potential growth rates.

A key node in the trading networks of the Indian Ocean, the Comoros prospered by exchanging slaves and commodities with Arab and Indian merchants. By the sixteenth century, the archipelago served as an important supply point on the route from Europe to Asia. The twentieth century brought the establishment of French colonial rule and a plantation economy. Since declaring its independence in 1975, the Comoros has been blighted by more than twenty coups, a radical revolutionary government and a mercenary regime. Today, the island nation suffers chronic mismanagement and relies on remittances from a diaspora community in France. Nonetheless, the Comoros is largely peaceful and culturally vibrant-- connected to the outside world in the internet age, but, at the same time, still slightly apart. Iain Walker traces the history and unique culture of these enigmatic islands, from their first settlement by Africans, Arabs and Austronesians, through their heyday within the greater Swahili world, to their decline as a forgotten outpost of the French colonial empire.
