The universal international refugee law regime that was created in the wake of the Second World War - consisting of the 1951 Convention and the 1967 Protocol Relating to the Status of Refugees, and the Statute of UNHCR - has in the course of time been changed, gradually but inexorably. The regime that is currently in place has consequently lost its original structure and consistency. In particular, it is no longer a normative continuum, and as a result, the international protection of refugees is no longer secure but dependent on contingencies. The changes in the regime exclusively concern the mandate of UNHCR. The personal and substantive scope of its activities has been extended time and again with the consent of states as represented in the UN General Assembly. As those extensions have never been (considered to be) matched by corresponding obligations on the part of states, UNHCR's world has been turned into a parallel universe. In it, I tried to describe as broadly and fully as possible the entire spectrum of all kinds of things related to this phenomenon. It would seem to someone that, with an undeniable opportunity, this is difficult to learn. This is far from the case. In fact, it is simple if you know what, how and when to do, about which, by the way, almost a third of this book.At its core, "out-of-body" sensations are far more overwhelming than you can even imagine. Leaving there, you take away all the sensations with you and only remember that you exist here. These experiences are also and even more real than those that are now in front of your eyes, that is, there is a clear feeling of full presence in real events, which nothing else can give at the moment. This phenomenon is so vivid in all respects, so real in essence and so limitless that I can only worry about the fact that my meagre language and experience of expressing thoughts were not enough to convey the scale of the phenomenon. Whatever opinion you have after reading this book, it certainly will not correspond to the knowledge and understanding that I would like to convey, and which correspond to reality. Everything is much more serious.
