The first theme is the strong growth performance of the non-oil economy. This success has been marked by sharp increases in agriculture, trade, and construction and by the emergence of new industries in the financial, telecommunications, and entertainment sectors, supported by sound macroeconomic policies and structural reforms. The second, opposing theme is the seeming failure of Nigeria s much improved economic performance to reduce unemployment, especially among the young. Rising levels of unemployment have increased militancy among the young and impacted negatively on public order. 'Putting Nigeria to Work: A Strategy for Employment and Growth' looks at the ways in which Nigeria s improved economic performance has impacted the labor market. A number of relevant factors are carefully examined and analyzed, including industrial policy and the investment environment, the effects of restrictive trade policies on growth, and the ability of the technical and vocational education system to address the country s skills gap. The book proposes a strategy that will allow Nigeria to increase the availability of quality jobs, reduce rising youth unemployment, and sustain and further accelerate the country s economic performance and growth. At the core of this strategy are targeted interventions aimed at removing binding constraints to growth in sectors of the economy that are already growing fast, but have the potential to grow faster and have significant employment-creating potential.

Data were sourced from the Central Bank of Nigeria, Statistical Bulletin (2017), National Bureau of Statistics (NBS), Internet, CIA site, Index Mundi and past studies. The study covered period of 18 years, 1999 to 2017. EViews version 7 was used to analyze the data gathered, while Ordinary Least Squares (OLS) method was adopted. This study discovered that the unemployment in Nigeria is the major contribution to the poverty level in the country. Money supply and credit to private sector were recognized to have significant effect on unemployment level in the economy. It is also discovered that gross domestic product and unemployment rate in Nigeria has positive relationship which is an indication that growth in GDP does not amount to overall development in Nigeria. This study recommends that government should make credit available to private sector, increase money in circulation and try to reduce external debt which drain away the wealth of the nation through interest payments to reduce poverty rate in Nigeria.

This occurrence however, invalidates the existence of Okun's Law in Nigeria. In the same vein, Nigerians output could as well be more capital intensive to labour intensive. This research work sets out to finding the reason for the violation of Okun's Law in Nigeria. Using Weighted Grouped Logit Distributed lag model (WGLDL) with quarterly series from 1991 to 2012. Present quarter and last-two quarter unemployment rates are negatively related with the present quarter Real Gross Domestic Product of Nigeria. The immediate past quarter unemployment rate is positively related with the present quarter Real Gross Domestic Product by approximately 16 units rise in RGDP for a unit rise in the immediate past quarter unemployment rate. This is a result of behavioural habits of employees; when people are retrenched from their jobs last quarter, the efficiency, effectiveness, and output/productivity of the remaining workers increase indefinitely as the means to retain their jobs in the midst of the fear and job insecurity that have enveloped them. This they do on the axiom that the less or least effective and efficient workers were retrenched last quarter. Consequently, a positive relationship. Empirically, the probabilities that the national output will fall for every raise per quarter unemployment rates diminishes and tends to zero. Simply put, the failure that unemployment will result to reductions in the national output is almost certain (tends to one). In the same light, change in probability also tends to zero as unemployment rates in Nigeria increases. This therefore suggests, holding every other thing constant, increase in unemployment rates in Nigeria will probably not affect or reduce our National output.

Reliable statistics, including estimates of economic growth rates and per-capita income, are basic to the operation of governments in developing countries and vital to nongovernmental organizations and other entities that provide financial aid to them. Rich countries and international financial institutions such as the World Bank allocate their development resources on the basis of such data. The paucity of accurate statistics is not merely a technical problem; it has a massive impact on the welfare of citizens in developing countries. Where do these statistics originate? How accurate are they? Poor Numbers is the first analysis of the production and use of African economic development statistics. Morten Jerven's research shows how the statistical capacities of sub-Saharan African economies have fallen into disarray. The numbers substantially misstate the actual state of affairs. As a result, scarce resources are misapplied. Development policy does not deliver the benefits expected. Policymakers' attempts to improve the lot of the citizenry are frustrated. Donors have no accurate sense of the impact of the aid they supply. Jerven's findings from sub-Saharan Africa have far-reaching implications for aid and development policy. As Jerven notes, the current catchphrase in the development community is "evidence-based policy," and scholars are applying increasingly sophisticated econometric methods-but no statistical techniques can substitute for partial and unreliable data.

With the increasing turnout of graduates yearly from Tertiary Institutions, many graduates have remained unemployed and underemployed for a long period. This, no doubt, does not only affect national development but also continue to militate against the quality of education in Nigeria. This study is carried out to examine the effects of unemployment on the quality of education in Nigeria. It investigates the impact of unemployment on the attitude, perception and disposition of students towards education; how this attitude and perception affect the productivity of students and its overall impact on the quality of education. A self-structured questionnaire was used to elicit information from 105 respondents randomly selected from corps members, graduates, undergraduates, primary school teachers, secondary school teachers and college of Education lecturers from Ikere Local Government Area of Ekiti state. The study revealed that unemployment has discouraged majority of the students to be serious with academic activities which hinders their creative imagination and enhances criminal activities in schools. Most students are crazy to have certificates they cannot defend. This study, therefore, recommends the need to reposition education towards developing the creative skills of students and re-orientation of students on the essence of education as a means of widening their horizon so that they can make use of opportunities around rather than expecting automatic ticket to white collar jobs which are not readily available.

The model of this study is made up of one dependent variable (Unemployment rate) and five explanatory variables (Government Expenditure, Inflation Rate, First Lag of Unemployment, Population and Real Gross Domestic Product). The study employed the Ordinary Least Squares (OLS) method to estimate the model after using the Augmented Dickey-Fuller to test for unit root. The result shows that Government Expenditure, Inflation Rate and Population are statistically significant in explaining changes in unemployment in Nigeria for the period under review. However, first lag of unemployment and Real Gross Domestic Product are found not to be statistically significant in explaining unemployment in Nigeria. The study recommends allocating higher amount of money to capital expenditure in the budget, and monitoring awarded projects to see that they are completed. The study also recommends that corrupt officials who embezzle money be punished accordingly and that technologies which require human labour to operate be introduced.

Nearly all institutions, both domestic and international, have sought solutions to the menace of unemployment. Recent statistics in Nigeria (National Bureau of Statistics, NBS 2010) puts unemployment rate at about 19.7 per cent. Even at this modest official rate the phenomenon is worrisome for a country whose population is currently in the neighbourhood of 168 million. Accordingly, there are both spatial and temporal differences in the components of unemployment across the country. The state of unemployment in Nigeria is even more worrisome when youth unemployment is taken into consideration on its own merit. According to International Labour Organization Report (2010), graduate unemployment which was 26.6 per cent in 2003 rose to about 40.3 per cent in 2009. If such trends continue unabated it portends a grave danger for the socio-political situation of the nation. Several theories have been suggested in the literature to examine the problems associated with employment/unemployment. Besides Keynesian aggregate demand theory, there is the Phillips Curve proposition relating inflation to unemployment whose implications have been well debated over the years. There are also other views from different macroeconomic schools of thought on employment/unemployment. In particular, the Non-Accelerating Inflation Rate of Unemployment (NAIRU) has been used as an instrument of macroeconomic policy. This approach examines the inverse relation between inflation and growth levels by setting inflation targets as an overriding objective of monetary policy and addressing unemployment by focusing on flexibility issues to clear the labour market so as to establish a non-inflationary long-run equilibrium level of unemployment (Layard et al 1991; Baker et al 2004; Vasiliki, 2011). The main research questions for this study, therefore, include: what are the time varying estimates of NAIRU for Nigeria over the period 1970-2010? What is the extent of the effect of output gap on the inflation-unemployment relationship? The objective of this paper is thus to introduce a more realistic approach to employment targeting using time varying NAIRU approach. The choice is informed by the fact that although lot of studies on employment/unemployment in Nigeria have used the NAIRU approach but a few have envisaged the TV-NAIRU concept. The paper introduces the demand-supply side and income distribution variables into the standard NAIRU model in order to capture a more realistic basis for economic expansion. This paper contends that it is economic expansion that can lead to sustainable full employment and therefore zero unemployment: supply side concept. The paper will be based on post-Keynesian theoretical framework that will allow us use different specifications for the study. Data for the study is obtained from domestic sources, in particular, the National Bureau of Statistics, Ministry of Labour and Productivity and Central Bank of Nigeria. Essentially, the data to be used include inflation rate, unemployment rate, NAIRU, output gap, natural rate of output and wages. The period of analysis is between 1970 and 2010. The TV-NAIRU approach adopted in this paper is designed to provide an indication of the path the NAIRU has taken over a particular period by including variables which capture the impact of significant supply-side shocks over the period in question and which could be expected to influence the NAIRU (McMorrow and Roeger, 2000). In applying the TV-NAIRU, which is an unobserved stochastic variable, the paper makes use of the Kalman filter. The paper tests long-run relationship between the variables using the co-integration technique. The paper provides direction for policy makers in the area of unemployment policy targeting in Nigeria. It is opined that such policy measure is desirable in order to apply appropriate policies when the economy is drifting away from the target.
