Et, à l'inverse, retrouver un emploi, pour celui qui l'a perdu depuis longtemps, passe bien souvent par la reconstruction d'une identité et d'un lien relationnel. Aucun projet politique ne peut se borner à des mesures purement techniques. Il faut que la société s'anime : davantage de coopération, plus d'initiative ; il faut aussi qu'elle accepte de nouvelles contraintes et organise l'expression des conflits. Jean-Baptiste de Foucauld, ancien commissaire au Plan, fut également conseiller de Jacques Delors. Il préside, depuis 1985, l'association « Solidarités nouvelles face au chômage ». Denis Piveteau, maître des requêtes au Conseil d'État, est spécialisé dans les questions sociales et intervient comme bénévole du Secours catholique dans une permanence d'accueil pour chômeurs.
