The Root Causes of the United Nations Failure in Somalia, examines the events of the Somali crisis and dissects the reasons behind the failure. Author Mahmood focuses on three crucial factors that led to this turn of events often overlooked by many other scholarly studies. One, the UN representatives lacked the knowledge and understanding of the Somali clan system and peacemaking leadership in the Somali society. Two, neighboring countries, especially Ethiopia and Kenya, fueled and manipulated Somalis internal animosities. Three, international aid agencies had multiple layers of interests in the region and some of them had veiled interests in the continuation of the Somali crisis. Mahmood definitively shows that the United Nations had numerous golden opportunities to stabilize Somalia and reestablish governmental structures, yet still failed. The Root Causes of the United Nations Failure in Somalia provides a much-needed contribution to the scholarship of this critical subject.

It aims to raise awareness of the continuing severe violations of their human rights, so that they can move from exclusion and poverty towards a future of dignity, equal opportunities and non-discrimination alongside their fellow citizens. The report examines the current situation in three regions of Somalia – Somaliland, Puntland and south-central Somalia – where differing political climates have left minorities in a state of desperation. Severe human rights violations against internally displaced minorities, particularly women, were reported to MRG’s researchers in Puntland. Accounts of hate speech, displacement and religious persecution, particularly of Christians, emerged in the violent south-central region of the country, where militant organization al-Shabaab controls much of the territory. Meanwhile, in the relatively peaceful self-declared Republic of Somaliland in north-western Somalia, minorities still face significant barriers in the political, educational and social spheres. MRG emphasizes, among other recommendations, that the future new Constitution of Somalia must recognize the country’s minorities and guarantee their right to non-discrimination; that the participation of minorities in public life should be promoted; and that special measures should be implemented to protect and promote the rights of women from minority communities. The report’s author, Martin Hill, is a specialist on Somali human rights. He has extensive experience of the Horn of Africa, having spent more than 30 years as a researcher for Amnesty International.

It is a testimony to the commitment of donors and implementers who have relentlessly tried to improve the dire health situation of millions of Somalis. At the same time, this study is a wake-up call for all donors and implementers. Have donors been generous enough? Have millions of dollars been invested in the most efficient way to maximize results? Did donors choose the right priorities? Did they stay the course? Did they learn from their own mistakes?The answers are mixed. Donors stepped up their contributions over the decade: some new financiers came, some others left, but overall, financial support has been constantly increasing. Emergencies took up 30 percent of the overall funding, thus demonstrating the impact on the health sector of man-made and natural disasters. Only 20 percent was allocated for horizontal programs, with increasing funds over the last part of the decade. Vertical programs dominated aid financing for health: in the case of AIDS, TB, and malaria, the generous funding of the last years of the decade do not appear justifiable. Malnutrition, EPI, and reproductive health programs never got the attention they deserved. The key conclusion of this study is that donors funding for public health in Somalia over the past decade could have been used more strategically. Better coordination among donors, local authorities, and implementers is now needed to avoid the mistakes of the past and to ensure that priority setting for future interventions is more evidence based and more results oriented.
