While other books describe current Russian practice, Oscar Jonsson provides the long view to show how Russian military strategic thinking has developed from the Bolshevik Revolution to the present. He closely examines Russian primary sources including security doctrines and the writings and statements of Russian military theorists and political elites. What Jonsson reveals is that Russia's conception of the very nature of war is now changing, as Russian elites see information warfare and political subversion as the most important ways to conduct contemporary war. Since information warfare and political subversion are below the traditional threshold of armed violence, this has blurred the boundaries between war and peace. Jonsson also finds that Russian leaders have, particularly since 2011/12, considered themselves to be at war with the United States and its allies, albeit with non-violent means. This book provides much needed context and analysis to be able to understand recent Russian interventions in Crimea and eastern Ukraine, how to deter Russia on the eastern borders of NATO, and how the West must also learn to avoid inadvertent escalation.

The first book to focus systematically on the foreign policy of different types of authoritarian regimes, Dictators at War and Peace breaks new ground in our understanding of the international behavior of dictators. Jessica L. P. Weeks explains why certain kinds of regimes are less likely to resort to war than others, why some are more likely to win the wars they start, and why some authoritarian leaders face domestic punishment for foreign policy failures whereas others can weather all but the most serious military defeat. Using novel cross-national data, Weeks looks at various nondemocratic regimes, including those of Saddam Hussein and Joseph Stalin; the Argentine junta at the time of the Falklands War, the military government in Japan before and during World War II, and the North Vietnamese communist regime. She finds that the differences in the conflict behavior of distinct kinds of autocracies are as great as those between democracies and dictatorships. Indeed, some types of autocracies are no more belligerent or reckless than democracies, casting doubt on the common view that democracies are more selective about war than autocracies.

Fry convincingly argues that our ancient ancestors were not innately warlike--and neither are we. He points out that, for perhaps ninety-nine percent of our history, for well over a million years, humans lived in nomadic hunter-and-gatherer groups, egalitarian bands where warfare was a rarity. Drawing on archaeology and fascinating recent fieldwork on hunter-gatherer bands from around the world, Fry debunks the idea that war is ancient and inevitable. For instance, among Aboriginal Australians, warfare was an extreme anomaly. Fry also points out that even today, when war seems ever present, the vast majority of us live peaceful, nonviolent lives.
