The reality of global networks, and of their interrelation with local values, is much more complex. The National Research Council has set up a binational, German-American committee to study the question. The committee has convoked two symposia. This abstract refers to the final report drafted by the committee and approved by the review process of the National Research Council. The report brings to bear knowledge from many fields: technology, economics, political science, communications science and the law. The report starts by outlining how the historically highly unlikely success of the Internet could happen. It lays conceptual foundations by determining the individual and social functions of values, what makes them local, and how global networks can impact on them. On these conceptual foundations chapters are built that look at democracy and political institutions, the highly contentious issues of free speech, privacy and freedom of information, and at commercial values. Each of these chapters demonstrates that the issue is by far not as simple as public discourse tends to assume. Not surprisingly, the potential solutions are not simple either. Characteristically, they imply considerable institutional creativity, and usually some hybrid mix of private and public, national, international and sub-national inputs. The report concludes with an outlook beyond the German-American perspective. Posted along with this abstract is a short document, summarizing the basic insights of the report. Political values, beliefs, and institutions were neither endlessly varied, nor haphazardly organized. They tended to exhibit a limited range of variation, and were organized in discoverable, predictable ways. In Cultural Analysis, the fourth collection of his essays posthumously published by Transaction, Wildavsky argues that American politics, public law, and public administration are the contested terrain of rival, inescapable political cultures.Analysts of American politics distinguish liberals from conservatives and Democrats from Republicans, but do not explain how these categories of political allegiance develop, maintain themselves, or change. Wildavsky offers a cultural-functional explanation for ideological and partisan coherence and realignment. Wildavsky also felt that these dualisms did not adequately capture the ideological and partisan variation he observed on the political landscape. Like others, he detected another recurring strain of political allegiance: that of classical liberalism or libertarianism. Taking as a starting point that globalization is neither the take-over of political power by multi-national 'stateless' enterprises, nor the chaotic unstructured process of dissolution of public order, the contributors suggest that what is occurring is more institutionalized than many critics would admit. It is argued that there are important transnational and supra-national elements of a new public order, which remain beyond the traditional borders of the state, but not completely beyond the state as such. Globalization, as opposed to former developments in the internationalization of the economy, is characterized by its transnational form, i.e. it is based on exchange processes which, to a greater or lesser degree, bypass both the state and the traditional international character of the world economy of the past.
