Book excerpt: This book analyses the root and proximate causes of the Bahr el Ghazal famine in 1998 as a chain of political, environmental, economic and social factors, as well as a failure of public action and early warning systems. It is estimated about 70,000 persons died as a result of lack of food and mass starvation. This famine emerged from a long history of political repression by successive governments in Sudan that aimed at destroying the lives and livelihoods in Bahr el Ghazal region. This process resulted not only in the erosion of sources of livelihoods of the rural population but also made them increasingly susceptible to exogenous shocks such as climate change, El-Nino and counterinsurgency warfare.The book shows that the poor management of the famine in 1998 was largely related to lack of a common understanding of famine and the poor quality of information generated by early warning systems that resulted in divided opinion among the charity agencies about the severity of food crisis. It was left to the western media to reveal the presence of the famine and trigger, though late, a massive international relief response.This book is a good resource for readers and practitioners in food security, development, and humanitarian assistance and intervention. Book excerpt: From the Introduction: When U.S. citizens become aware of the continent of Africa through our media, it is frequently in the context of food shortage or famine. Usually, the response is immediate and generous as we join the world community in helping to alleviate hunger. However, when the emergency passes, the tendency is for our attention to wander to the next major news story. Not many linger to ask why such critical hunger still exists in a world capable of feeding all its citizens. Not many continue to ask whether these precious lives could have been spared. As the second largest and second most populated continent in the world, Africa accounts for a quarter of the land surface of the earth and ten per cent of its population. By the turn of the 21st century, it is estimated that the population will have doubled. How will Africa feed and sustain these millions? At the present time (1990) it is estimated that nearly four million Africans in Ethiopia, Sudan and Angola are at critical risk of starvation due to a tragic combination of civil unrest, drought and crop failure. Millions more face chronic malnutrition daily. How will these deaths be prevented? In order for us to assist in the movement toward African food security, we need to find the answers to these critical questions. In this paper, the authors, Mutombo Mpanya and David Holdridge, explain what, in their view, are some of the causes of hunger in Africa. In the first four sessions, Mpanya describes he ecological, historical, political and economic causes of food scarcity on the continent. We discover that hunger is not simply the result of drought and natural disasters, but the tragic result of human decisions and actions. Only through human will, can we ever hope to end it. In the final session, Holdridge outlines the current situation and the challenges that Africans and all of us must still confront in order to eliminate hunger from the continent.

After many years in decline, the continent's economy picked up in the mid-1990s. Along with this macroeconomic growth, people became healthier, many more youngsters attended schools, and the rate of extreme poverty declined from 54 percent in 1990 to 41 percent in 2015. Political and social freedoms expanded, and gender equality advanced. Conflict in the region also subsided, although it still claims thousands of civilian lives in some countries and still drives pressing numbers of displaced persons. Despite Africa’s widespread economic and social welfare accomplishments, the region’s challenges remain daunting: Economic growth has slowed in recent years. Poverty rates in many countries are the highest in the world. And notably, the number of poor in Africa is rising because of population growth. From a global perspective, the biggest concentration of poverty has shifted from South Asia to Africa. Accelerating Poverty Reduction in Africa explores critical policy entry points to address the demographic, societal, and political drivers of poverty; improve income-earning opportunities both on and off the farm; and better mobilize resources for the poor. It looks beyond macroeconomic stability and growth—critical yet insufficient components of these objectives—to ask what more could be done and where policy makers should focus their attention to speed up poverty reduction. The pro-poor policy agenda advanced in this volume requires not only economic growth where the poor work and live, but also mitigation of the many risks to which African households are exposed. As such, this report takes a "jobs" lens to its task. It focuses squarely on the productivity and livelihoods of the poor and vulnerable—that is, what it will take to increase their earnings. Finally, it presents a road map for financing the poverty and development agenda.

Millions are expected to be at risk of worsening hunger in the near future due to the rippling effects of the war in Ukraine, which are compounding the devastating impacts that conflicts, climate variability and extremes, economic slowdowns and downturns, and the aftereffects of the COVID-19 pandemic are having on the most vulnerable. In this context, social and gender inequalities are also on the rise, with women and girls being among the most affected by these shocks. Despite efforts made in several countries, the African continent is not on track to meet the food security and nutrition targets of the Sustainable Development Goal 2 on Zero Hunger for 2030, and certainly the Malabo targets of ending hunger and all forms of malnutrition by 2025. The most recent estimates show that nearly 282 million people in Africa (about 20 percent of the population) were undernourished in 2022, an increase of 57 million people since the COVID-19 pandemic began. About 868 million people were moderately or severely food-insecure and more than one-third of them – 342 million people – were severely food-insecure. The present edition of the report presents the latest analysis of the prevalence and trends in undernourishment, food insecurity, and malnutrition. In addition, it includes, for the first time, estimates of the cost and affordability of a healthy diet, which are useful indicators of people’s economic access to nutritious foods and healthy diets. The deterioration of the food security situation and the lack of progress towards the WHO global nutrition targets make it imperative for countries to step up their efforts if they are to achieve a world without hunger and malnutrition by 2030. The call for greater action remains true in view of the projected lower rate of economic growth, high general and food price inflation, and raising borrowing costs on domestic and international markets since 2022.

Book excerpt: New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Book excerpt: This paper combines pre-pandemic face-to-face survey data with follow up phone surveys collected in April-May 2020 to quantify the overall and differential impacts of COVID-19 on household food security, labor market participation and local food prices in Nigeria. We exploit spatial variation in exposure to COVID-19 related infections and lockdown measures along with temporal differences in our outcomes of interest using a difference-in-difference approach. We find that those households exposed to higher COVID-19 cases or mobility lockdowns experience a significant increase in measures of food insecurity. Examining possible transmission channels for this effect, we find that COVID-19 significantly reduces labor market participation and increases food prices. We find that impacts differ by economic activities and households. For instance, lockdown measures increased households' experience of food insecurity by 12 percentage points and reduced the probability of participation in non-farm business activities by 13 percentage points. These lockdown measures have smaller impacts on wage-related activities and farming activities. In terms of food security, households relying on non-farm businesses, poorer households, those with school-aged children, and those living in remote and conflicted-affected zones have experienced relatively larger deteriorations in food insecurity. These findings can help inform immediate and medium-term policy responses, including social protection policies aiming at ameliorating the impacts of the pandemic, as well as guide targeting strategies of governments and international donor agencies by identifying the most impacted sub-populations.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.
