Government of Rwanda policy-makers have identified smallholder-led agriculture as a key sector for growth and poverty reduction in the country. Responding to this aim, the government has steadily increased the budgetary allocation to agriculture, from 4.2 percent of the budget in 2008, to nearly 10 percent in 2011. In this study we look at some of the social-economic factors benefited by household farmers through the Agribusiness like Income generated from agribusiness monthly, food consumption and householder expenditure and increasing values of asset such as social and economic asset of householder. This research was a survey involving the collection of primary data from a sample of household heads in Huye and Ngoma Sector. Data collected was quantified to enable easy interpretation and analysis. The comparative approach of mean was mainly used to analyze data; views from respondents were compared to make conclusions. The findings of the study demonstrate that Agribusiness household owns in Huye and Ngoma Sector have benefited from Agribusiness. Household confirmed that householder income, food consumption and values of assets had increased due to agribusiness. The study concludes that once the Government of Rwanda the policy is made properly and fully implemented, the Agribusiness will highly enhance food self-sufficiency, income and values assets of householder farmers and agribusiness owns will be increase and improving also the livelihood of rural areas through other benefits such as infrastructure development.

The report first focuses on broad economic growth using a rather aggregated 18-sector dynamic general equilibrium model to display the trade-off between rapid growth and structural change. The analysis shows that with the current investment pattern, rapid growth is possible but structural transformation is slow. With an overvalued exchange rate, growth in the tradable sector slows down and its share in the economy stays small. The importance of agriculture thus should be considered in the broad development strategy, for its role not only in poverty reduction but also in economic growth.

Book excerpt: Although Rwanda has made considerable progress in recovering politically and economically from the devastating effects of the 1994 genocide, the poverty rate is still higher and the gross domestic product lower than before the genocide. Poverty reduction and economic growth would receive much-needed support from increased agricultural growth. This study assesses alternative agricultural development strategies, identifying areas in which policy reforms, together with public and private investment, can best promote Rwandan agriculture. The authors evaluate the potential of several different agricultural subsectors-grains, root crops, livestock, and others-to contribute to national agricultural growth and poverty reduction. They conclude that growth in staple crops, particularly root crops such as cassava and potatoes, has the greatest potential to encourage economywide growth and poverty reduction. Promoting the necessary staple crop growth will require the allocation of public resources to the agricultural sector to increase significantly, reaching 10 percent of the total government budget. It will also require rethinking Rwanda's earlier emphasis on promoting export crop growth, which has proved inadequate in encouraging poverty reduction while also posing environmental problems. This study makes an important contribution to the debate over the most effective development strategies for Rwanda and other Sub-Saharan African nations.Show More Show Less

Although the economic consequences are unavoidable, the country expects to return its economy to its high-growth trajectory as the pandemic subsides. We use economic modeling tools designed to estimate the short-term economywide impacts of the unanticipated, rapid-onset economic shocks of COVID-19 on Rwanda. - Results show that during the six-week lockdown that began in March, Rwanda’s GDP fell 39.1 percent (RWF 435 billion; USD 484 million) when compared to a no-COVID situation in the same period. - Results further show that Rwanda’s GDP in 2020 will be between 12 and 16 percent lower than a predicted no-COVID GDP, depending on the pace of the recovery. The losses in annual GDP are between RWF 1.0 and 1.5 trillion (USD 1.1–1.6 billion). - While GDP for the industrial and services sectors were estimated to have fallen during the lockdown period by 57 and 48 percent, respectively, exemptions of COVID-19 restrictions for the agricultural sector limited the decline in agricultural GDP to 7 percent compared to a noCOVID situation. - During the lockdown period, the national poverty rate is estimated to have increased by 10.9 percentage points as 1.3 million people, mostly in rural areas, fell into temporary poverty. Poverty rates are expected to stabilize by the end of 2020, increasing only by between 0.4 and 1.1 percentage points. While these figures may be encouraging, they mask the impacts on poor households of the sharp poverty spike during the lockdown and the inherent complexity of poverty dynamics post-lockdown. Looking forward, the speed and success of Rwanda’s recovery will depend critically on the expansion of Rwanda’s social protection programs, boosting enterprises of all sizes, support to the agri-food system, and restoration of international trade.

'Building Competitiveness in Africa s Agriculture: A Guide to Value Chain Concepts and Applications' describes practical implementation approaches and illustrates them with scores of real African agribusiness case studies. Using these examples, the 'Guide' presents a range of concepts, analytical tools, and methodologies centered on the value chain that can be used to design, implement, and evaluate agricultural and agribusiness development initiatives. It stresses principles of market focus, collaboration, information sharing, and innovation. The 'Guide' begins by examining core concepts and issues related to value chains. A brief literature review then focuses on five topics of particular relevance to African agricultural value chains. These topics address challenges faced by value chain participants and practitioners that resonate through the many cases described in the book. The core of the book presents methodological tools and approaches that blend important value chain concepts with the topics and with sound business principles. The tools and case studies have been selected for their usefulness in supporting market-driven, private-sector initiatives to improve value chains. The 'Guide' offers 13 implementation approaches, presented within the implementation cycle of a value chain program, followed by descriptions of actual cases. Book excerpt: Engaging burgeoning youth populations in developing country agriculture is seen as an important strategy toward effective, efficient, and sustainable food system transformation. Yet the policy, institutional, technological, and capability barriers and ways to overcome them for successful participation of youth in agriculture are not fully understood. We use a conceptual framework that identifies key pathways to prosperity for youth and classifies contextual and driving factors that contribute to the success of youth engagement in agriculture. The framework comprises four broad categories of strategic interventions: policy and socioeconomic environment; institutional; technological/business infrastructure; and individual skills and capacities. In the context of this framework, we then present insights from cases of youth participation in agriculture in five countries: Guatemala, Niger, Nigeria, Rwanda, and Uganda. The countries and cases were purposively selected as part of ongoing research on youth engagement in agriculture. Policies and strategies play an important role in creating an enabling environment for youth engagement in agriculture, including by fostering transparency and accountability in the policy system and promoting youth engagement in the private sector through agricultural extension and other services. Institutions and intermediaries provide financial support, training, and access to market for youth entrepreneurs. Support in these areas should be strengthened. Systems approaches, such as multi-stakeholder platforms, provide holistic support to young agripreneurs (entrepreneurs in agriculture), but require effective coordination. Similarly, information and communication technologies can play a facilitating role by providing platforms to network and receive updated market information but need to be significantly scaled up. Individual capacities can drive youth engagement in agriculture and agripreneurship but must continue to be built up through expanded education and training on technical and functional skills. As policymakers and program managers search for interventions that can promote youth involvement in agriculture in their own countries, the insights from the five countries examined that are presented in this paper may be useful for identifying context-specific challenges and pathways to successful youth engagement in agriculture in their own countries. The framework presented here can be applied to study youth engagement issues in any country or in sub-national, decentralized contexts to generate evidence to guide the design of youth-in-agriculture development programs. There is a need to support, strengthen, and implement the driving factors identified in this paper for expanding youth engagement in agriculture.

Over the past 15 years, Rwanda has transformed its economy by moving workers out of agriculture into mostly services and some industry. This has been accomplished through strong public investment flows and efficient public investment management. Going forward, the challenge is whether the private sector can complement the infrastructure assets put in place by the public sector and maintain economic momentum. It will also require continued effort by the government in raising education standards, better matching qualifications offered to students to those most in demand by employers, and lowering electricity and transportation costs.

A key component of this narrative has been an ambitious programme of agricultural reform, involving private firms, NGOs, and international charities. The Rwandan government claims these reforms have been a resounding success, tripling crop yields and helping to combat hunger. Chris Huggins argues, however, that Rwanda’s liberal, modernising image sits poorly with the regime’s continuing authoritarian tendencies. Featuring in-depth case studies of the effects of agricultural reform in three different regions, and drawing on hundreds of interviews, Huggins shows that the much-vaunted ‘liberalization’ of agriculture has in fact depended on the coercion of Rwandan farmers, and in many cases has had a detrimental impact on their livelihoods. Spowage takes an interdisciplinary approach, drawing on political theory, cultural-materialism, and critical sociolinguistics. She positions language policy as an instrument for social reproduction and exploitation, but also a site of struggle and contest. Unravelling the complex history of language politics and policy in Rwanda, Spowage elaborates a theory of language as statecraft. This approach draws attention to the endurance of a colonial capitalist link between language and social class, while illuminating the specific power of English in legitimising neoliberal political power and class hierarchies. On this basis, Spowage argues for a theoretical reimagining of the spread of English through the ‘global English nébuleuse’, a model which aims to capture the complex mechanisms that reinforce the dominance of English and to identify points where those mechanisms are fragile. In addition to mainstream and heterodox thinking about value chain development, the book pays attention to political economy considerations. The book also reviews the empirical evidence on value chain development and performance in Africa. It adopts multiple lenses to examine agricultural value chains, zooming out from the micro level (e.g., relational contracting in a context of market imperfections) to the meso level (e.g., distributional implications of various value chain interventions, inclusion of specific social groups) and the macro level (underlying income, population and urbanization trends, volumes and prices, etc.).Furthermore, this book places value chain development in the context of a process the authors refer to as structural transformation 2.0, which refers to a process where production factors (labor, land and capital) move from low-productivity agriculture to high-productivity agriculture. Finally, throughout the book the authors interpret the evidence in light of three important debates: (i) how competitive are rural factor and product markets, and what does this imply for distribution and innovation? (ii) what role do foreign investment and factor proportions play in the development of agri-food value chains in Africa? When are developing countries able to initiate periods of rapid growth and why have so few of these countries been able to sustain growth over decades? Deals and Development: The Political Dynamics of Growth Episodes seeks to answer these questions and many more through a novel conceptual framework built from a political economy of business-government relations. Economic growth for most developing countries is not a linear process. Growth instead proceeds in booms and busts, yet most frameworks for thinking about economic growth are built on the faulty assumption that a country's economic performance is largely stable. Deals and Development explains how growth episodes emerge and when growth, once ignited, is maintained for a sustained period. It applies its new framework to examine the growth of countries across a range of institutional and political contexts in Africa and Asia, using the examples of Bangladesh, Cambodia, India, Malaysia, Thailand, Ghana, Liberia, Malawi, Rwanda and Uganda. Through these country analyses it demonstrates the explanatory power of its framework and the importance of feedback cycles in which economic trends interact with political behaviour to either sustain or terminate a growth episode. Following are the volume's main messages on policies, institutions and strategies that nurture innovation in the agriculture sector: 1) agribusiness innovation is in many cases driven by the need to maintain grades and standards within the value chain, not only in the case of export markets, but also in evolving domestic and urban markets and value chains; 2) that staple food sector has potential to be a source of growth, innovation and poverty reduction; 3) successes in value chain innovation and agribusiness production depend critically on the structure of the whole agricultural innovation system and are highly context specific; 4) especially successful innovation were dependent on creating synergies between market-based and knowledge-based interactions and strong linkages within and beyond the value chain; and 5) the public sector's innovation support has to extend to interactions, collective action and broader public-private partnership programs.
