This paper aims to improve our understanding of local peoples perceptions of these changes, explore the ways they are affected by them, and how well they are adapting to them. In order for policymakers to plan responses to climate change in Bangladesh, it is essential to understand how people understand and cope with these trends.

The flood events in 2002 and the heat wave of August 2003 in Europe had given evidence in a rather drastic way of our vulnerability and our non preparedness. The project has produced very important results that show that the concurrent work of different disciplines in addressing public health issues can produce innovative and useful results, providing an approach that can be followed on other public health issues. The project has shown that information on potential threats can be extremely useful in preparing the public for adverse events as well as facilitating the response when the events occur. This is a new dimension for public health which reverses the traditional thinking: from identifying and reducing specific risk factors, to taking action on the basis of prediction and early warning to prevent health consequences in large populations.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Changes in land use and an increasing demand for water resources due to climate change have affected the capacity of ecosystems to sustain food production, ensure the supply of freshwater resources, provide ecosystem services, and promote rural multi-functionality. Ensuring food production does not just depend on increasing water efficiency, promoting climate resilient crop production, or reducing land-use competition for urbanization but also on a more suitable and stable climate as the changes in climatic factors like precipitation, temperature, radiation, evaporation, and wind bring about some major shifts in global food supplies. According to Special Report on Emission Scenarios (SRES), focused on greenhouse gas emissions projections, and Representative Concentration Pathways (RCPs) conducted by the Intergovernmental Panel on Climate Change (IPCC), climate change increases the risk of simultaneous crop failures (including corn, rice, legumes, and vegetables) if irrigation systems are not fully adapted to water stress situations. A changing climate could have many adverse impacts on other sectors of our environment. This book offers concrete, up-to-date, and appropriate study cum research material for students, researchers, academicians and policymakers. It will be of a greater interest to students and researchers in the field of environmental science, agriculture science, agronomy, and sustainable development.

Climate change will pose additional risks to ongoing efforts to reduce poverty. This book examines the implications of climate change on food security in Bangladesh and identifies adaptation measures in the agriculture sector using a comprehensive integrated framework. First, the most recent science available is used to characterize current climate and hydrology and its potential changes. Second, country-specific survey and biophysical data is used to derive more realistic and accurate agricultural impact functions and simulations. A range of climate risks (i.e. warmer temperatures, higher carbon dioxide concentrations, changing characteristics of floods, droughts and potential sea level rise) is considered to gain a more complete picture of potential agriculture impacts. Third, while estimating changes in production is important, economic responses may to some degree buffer against the physical losses predicted, and an assessment is made of these. Food security is dependent not only on production, but also future food requirements, income levels and commodity prices. Finally, adaptation possibilities are identified for the sector. This book is the first to combine these multiple disciplines and analytical procedures to comprehensively address these impacts. The framework will serve as a useful guide to design policy intervention strategies and investments in adaptation measures.
