Book excerpt: A few ASEAN countries have signed the Global Methane Pledge, but methane should receive a broader and higher priority from the entire region, given its significant contribution to climate change, and the availability of solutions. The agriculture sector contributes the most amount of methane emissions with a steadily rising share over the past decade. Several Southeast Asian countries face similar methane abatement challenges (i.e., agricultural productivity in Vietnam, Thailand, Myanmar and the Philippines; gas leakage in Malaysia and Brunei; and waste management in Indonesia, Malaysia and Singapore), warranting closer collaboration at the subregional level. While it is true that countries have been participating in international initiatives and implementing national policies related to rice cultivation and oil and gas processing, their impacts have not been thoroughly evaluated. Rather than creating new institutional structures, ASEAN could for example ensure that its existing working groups and networks prioritize methane abatement. Missing data on the relative contribution to methane emissions from livestock, rice paddies and informal economies should be collected to help refine problem definition and formulate effective solutions.

Book excerpt: Micro-, small- and medium-sized enterprises (SMEs) account for approximately 97 per cent of all active business entities within the ASEAN region. They are an important contributor to both emissions generation and future reduction. A recent large-scale, multi-country quantitative assessment was undertaken into how SMEs are dealing with climate change in Indonesia, Malaysia, the Philippines, Singapore and Vietnam. Most respondents reported a high level of concern about climate change. Over 90 per cent of firms are currently undertaking measures to reduce emissions, albeit that they are typically simple steps such as reducing air conditioning and electricity, recycling or installing low-energy lighting. Common intentions to deal with future extreme weather events include reducing emissions, developing a disaster plan, or reviewing business insurance policies. Major obstacles to dealing with climate issues are firstly, a lack of knowledge and secondly, insufficient funds. Governments are the preferred source of information, followed by business associations/chambers, friends and family. Social media, YouTube and websites are overwhelmingly the dissemination modes of choice. There were significant variations in these patterns from one reporting country to another. Policymakers can help SMEs adjust to climate change by: encouraging them to adopt simple emission reduction measures; providing training and financial support; ensuring appropriate online delivery of advisory and assistance measures; and localising responses to meet the needs of SMEs which are specific to different ASEAN member states.

This study focuses on five countries of Southeast Asia that collectively account for 90% of regional GHG emissions in recent years---Indonesia, Malaysia, the Philippines, Thailand, and Viet Nam. It applies two global dynamic economy–energy–environment models under an array of scenarios that reflect potential regimes for regulating global GHG emissions through 2050. The modeling identifies the potential economic costs of climate inaction for the region, how the countries can most efficiently achieve GHG emission mitigation, and the consequences of mitigation, both in terms of benefits and costs. Drawing on the modeling results, the study analyzes climate-related policies and identifies how further action can be taken to ensure low-carbon growth.

Book excerpt: This article draws from a database of asset-level emissions to identify key methane-emitting coal, oil and gas facilities in Southeast Asia while taking stock of the methane commitments of their owners. Coal mines account for around a third of fossil fuel methane emissions globally, but in Southeast Asia they make up more than half of tracked fossil fuel methane emissions. Over half of emissions from the coal mining subsector is traced to its top ten emitters, mostly in East Kalimantan, Indonesia; while some coal mines in North Vietnam have high emissions intensities. Though the global discourse on fossil methane focuses on oil and gas, coal mine methane remains crucial for Southeast Asia due to the region’s lack of decisive coal phaseout plans. As countries begin to tackle coal emissions at the power generation stage, a gap still remains when it comes to coal mining emissions. Methane monitoring and abatement actions are urgently needed for coal mines that will continue to operate, as well as those slated for closure. More clarity is needed on how private sector commitments in the oil and gas sector will translate to action under complex and changing ownership arrangements. These gaps and uncertainties in methane abatement are ripe opportunities for closer partnership in the region, including within the private sector.

The first part documents a comprehensive overview of the results achieved from an interregional research effort to quantify methane emission from major rice ecosystems and to identify efficient mitigation options. This research report broadens understanding of the contribution of rice cultivation to methane emissions and clarifies that emissions are relatively low, except in specific rice ecosystems, and that these high emissions could be ameliorated without sacrificing yield. The second section shows results from other projects that investigated the role of rice cultivators in field and laboratory approaches. The findings represent inputs for future modeling approaches in the role of rice cultivators. The expanded database generated by other projects is reflected in modeling efforts.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Book excerpt: This study is a first attempt to estimate the impact of a red seaweed (Asparagopsis taxiformis) feed additive on total emissions from cattle and the feasibility of scaling up farmed seaweed production to meet projected demand from the livestock sector. The approach used for the analysis combines projections of supply and demand of beef and milk production to 2050 with a cattle herd model that allows calculation of animal categories by age and sex, animal weight and production, and feed intake and methane emissions from cattle. At the time of this study, the seaweed additive showed limited applicability in grazing systems as it has been used experimentally, mostly incorporated in mix rations for each treatment animal, with not enough evidence available at present to determine the time of decay of the active component in seaweed after consumption by animals with limited access to the additive. Given these limitations, this study assumes that the applicability of the seaweed additive could be extended in the future to most dairy systems via slow-release formulations that have already been developed for other CH4 inhibitors and that can be fed daily during milking time. Based on this assumption, the maximum potential reduction of enteric methane emissions of the new technology is analyzed by projecting a scenario where the seaweed additive is supplied globally to dairy cows. Results show that the seaweed additive could result in a reduction of up to 10 percent in total methane emissions from cattle compared to a No-Seaweed scenario. Most of this reduction was driven by decreased emissions in Latin America, South Asia, and sub-Saharan Africa. The estimated reduction in feed intake associated with the seaweed additive was equivalent to an annual reduction in grain consumption of approximately 50 kgs per cow, or US$5 billion in global cost savings per year. The total amount of dry seaweed needed to supply dairy cows in 2050 was estimated at 5 million metric tons per year, representing 18 percent of the world’s seaweed-farmed area. Simply assuming the sector’s long-term historical average growth rates, this production level might be reached in approximately 20 years, although there are still several open questions about production and technologies and high variability in production costs and producer prices, as A. taxiformis is not extensively produced at present. Available knowledge on seaweed production seems to suggest that, at least at the start, production of A. taxiformis will be by nearshore culture. Expansion of nearshore culture could result in site competition with established seaweed production, access to operational license and government approvals in several countries, licenses to use livestock feeds incorporating seaweed as a feed additive, and more research to demonstrate the safety and efficacy of the additive in accordance with country’s regulations. The best possibilities for the development of production A. taxiformis seem to be in South Asia, for its growing demand and production of dairy products, its importance in terms of global emissions, and its location near the best- and well-established seaweed production areas in Southeast Asia.

It is a gas formed when organic matter decomposes in an anaerobic digestion process. It can be made from any organic substance but the most economic are organic products from waste such as agricultural or general household waste, sewage, manure, municipal waste or food waste. As this raw material can be renewed indefinitely, biogas produced from it, is considered a renewable energy source. Worldwide interest in renewable energy sources is gathering momentum especially as concern for climate change mounts. Biogas generation helps reduce reliance on the use of fossil fuels. Producing biogas through biodigestion is non-polluting as there is no combustion or energy addition especially in the warmer climes of Southeast Asia. In this region, poorly managed landfills allow toxic liquids to drain into underground water sources. If instead, these wastes were used in a biogas plant, water pollution would be reduced. The same argument could be made for the local air quality. Therefore, biogas generation, in addition to producing renewable energy, also improves local water and air quality. The solid end-waste product of the biogas generation process is enriched natural organic matter (digestate), which can be substituted for chemical fertilizers, providing another environmental benefit to biogas. This book is primarily concerned with the production of biogas. From the raw material pre-treatment to the reactor design and operation to the post-treatment system, this book covers all aspects of production. There are many types of biogas reactors, each with their own advantages. Which reactor to select depends on the type and quantity of raw material, land area available and climate, among other factors. This book provides information on selecting and operating a suitable biogas system for interested parties be they governmental, NGO’s, private companies or individuals. Biogas contains primarily methane (CH4) and carbon dioxide (CO2). It may also contain small quantities of carbon monoxide (CO), hydrogen sulfide (H2S), moisture and siloxanes. Extracting the methane from all other gases is called biogas upgrading and the output is then referred to as biomethane. These upgrading processes are not the subject of this book as they are already the subject of a previously published book.
