Hitherto, most analyses of the conflict in Iraq in 2003 have established the UN’s role as path-dependent on the foreign policy of the US and the UK, and largely portrayed it as a mediator and fervent opponent of international intervention. Analyzing the UN Security Council and the later UN Assistance Mission for Iraq (UNAMI) from 2000 to 2010, this book undoes this path-dependency and puts the UN’s relationship with Iraq center-stage. It develops a deconstructive, critical approach that identifies subject construction and reflexivity as central processes of intervention practices and concludes that (non-)intervention is deeply connected to the stabilization of political identities and representations. Using extensive primary data, the book contributes a new perspective on international interventions. This book will be of much interest to students of peace and conflict studies, intervention and statebuilding, Middle Eastern studies and International Relations.

In many conflict settings, a nation’s government exerts its dominance over a marginalized population group through laws, policies and practices that foster stark inequality. This book shows how such domination comes in the form of systems of humiliation orchestrated by governmental forces. This thesis draws upon recent findings in social psychology, conflict analysis, and political sociology, with case studies of governmental directives, verdicts, policies, decisions and norms that, when enforced, foster debasement, disgrace or denigration. One case centers on the US immigration laws that target vulnerable population groups, while another focuses on the ethnic discrimination of the central government of Sudan against the Sudanese Africans. The book’s conclusion focuses on compassion-motivated practices that represent a counter-force to government-sponsored strategies of systemic humiliation. These are practices for building peace by professionals and non-professionals as a positive response to protracted violence. There from, scopes of action to protect international peace and security, but also possible barriers will be interpreted. Based on these theoretical fundamentals, the second part intends to give an empirical analysis in which it should be proven to what extent the Iraq-Kuwait crisis can be regarded as a renaissance of usage of force and in to what extent it can be really regarded as an example of outstanding cooperation between the members of Security Council. Both during and after the Cold War the Council has acted in a limited and selective manner, and its work has sometimes resulted in failure. It has not been - and was never equipped to be - the centre of a comprehensive system of collective security. However, it remains the body charged with primary responsibility for international peace and security. It offers unique opportunities for international consultation and military collaboration, and for developing legal and normative frameworks. It has played a part in the reduction in the incidence of international war in the period since 1945. This study examines the extent to which the work of the UN Security Council, as it has evolved, has or has not replaced older systems of power politics and practices regarding the use of force. Its starting point is the failure to implement the UN Charter scheme of having combat forces under direct UN command. Instead, the Council has advanced the use of international peacekeeping forces; it has authorized coalitions of states to take military action; and it has developed some unanticipated roles such as the establishment of post-conflict transitional administrations, international criminal tribunals, and anti-terrorism committees. The book, bringing together distinguished scholars and practitioners, draws on the methods of the lawyer, the historian, the student of international relations, and the practitioner. It begins with an introductory overview of the Council's evolving roles and responsibilities. Book excerpt: This book examines the political and military dynamic between threatened local regimes and Western powers, and it argues that the power of informal politics forces local regimes to simulate statebuilding. Reforms enabling local states to take care of their own terrorist and insurgency threats are a blueprint for most Western interventions to provide a way out of protracted internal conflicts. Yet, local regimes most often fail to implement reforms that would have strengthened their hand. This book examines why local regimes derail the reforms demanded by Western powers when they rely on their support to stay in power during existentially threatening violent crises. Based on the political settlement framework, the author analyses how web-like networks of militarized elites require local regimes to use informal politics to stay in power. Four case studies of Western intervention are presented: Iraq (2011-2018), Mali (2011-2020), Chad (2005-2010), and Algeria (1991-2000). These studies demonstrate that informal politics narrows strategic possibilities and forces regimes to rely on coup-proofing military strategies, to continue their alliances with militias and former insurgents, and to simulate statebuilding reforms to solve the dilemma of satisfying militarized elites and Western powers at the same time. This book will be of much interest to students of statebuilding, international intervention, counter-insurgency, civil wars, and international relations.
