Book Improving social protection for rural populations in Europe and Central Asia

This book was released on 2022-09-16 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: FAO’s Strategic Framework (2022–2031) envisages the transformation to more efficient, inclusive, resilient, and sustainable agrifood systems for better production, better nutrition, a better environment, and a better life, leaving no one behind. In this scope, FAO promotes inclusive economic growth by reducing inequalities between urban and rural areas, rich and poor countries, men and women to attain a better life for all. This report analyses the specific risks and vulnerabilities faced by rural populations in Europe and Central Asia. It highlights the gaps and barriers concerning social protection in the region, which present challenges for addressing the specific vulnerabilities of rural populations and helping them to better manage risks. The report discusses how social protection programmes should be designed and financed to contribute to more inclusive rural transformation processes, improved nutrition and dietary outcomes, women’s empowerment, and other social issues such as child labour. In this scope, the report specifies key entry points for FAO to improve social protection for rural populations in the region. The report concludes that, especially in the post-pandemic period, expanding the coverage, adequacy and comprehensiveness of social protection for rural populations is key to addressing food security and nutrition, rural poverty, developing agriculture, and building resilient and sustainable food systems in Europe and Central Asia.

Book The Social Protection Floor and Global Social Governance

Download or read book The Social Protection Floor and Global Social Governance written by Bob Deacon and published by . This book was released on 2014 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This article addresses the influence of the International Labour Organization (ILO) on other international organizations and global agencies which resulted in their endorsement of the Social Protection Floor (SFP) concept. By 2012 the concept had been endorsed by the United Nations in the shape of the UN Chief Executives Board's SPF-Initiative, the World Bank in its new Social Protection and Labor Strategy and by the G20 at the Cannes Summit. Furthermore the IMF had agreed to work with the ILO to explore the options for creating fiscal space within countries to fund SPFs. Special Rapporteurs for the UN Human Rights Council had also in 2012 called for the setting up of a global fund for social protection to enable poorer countries to develop their floors. By 2012 a new coordinating authority, the Social Protection Inter-Agency Cooperation Board (SPIAC-B), had been ushered into existence to facilitate inter-agency cooperation. This article describes and explains how these developments came about. It asks if the reality of increased global social governance cooperation in the field of social protection is as effective as it seems or whether there are new contradictions, overlapping and competing mandates and policy disagreements at the global level.

Book Social protection coverage toolkit

Download or read book Social protection coverage toolkit written by Fabianna Bacil and published by Food & Agriculture Org.. This book was released on 2020-10-20 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: In partnership with the Regional Office for the Near East and North Africa (NENA) of the Food and Agriculture Organization of the United Nations, the International Policy Centre for Inclusive Growth (IPC-IG) has developed a toolkit with a new step-by-step methodology to calculate the extent to which a population is covered against the risks that affect them throughout their life cycle (Bacil et al. 2020). This approach focuses on identifying different social groups and the risks to which each of them is vulnerable, defining a coverage function for each risk that enables a calculation of how much an intervention is capable of protecting vulnerable people against said risk. Thus, it goes beyond the usual approaches to measuring social protection coverage, which tend to equate programme participation with social protection coverage.

Book Social Protection in Developing Countries

Download or read book Social Protection in Developing Countries written by Katja Bender and published by Routledge. This book was released on 2013-09-02 with total page 257 pages. Available in PDF, EPUB and Kindle. Book excerpt: Providing universal access to social protection and health systems for all members of society, including the poor and vulnerable, is increasingly considered crucial to international development debates. This is the first book to explore from an interdisciplinary and global perspective the reforms of social protection systems introduced in recent years by many governments of low and middle-income countries. Although a growing body of literature has been concerned with the design and impact of social protection, less attention has been directed towards analyzing and explaining these reform processes themselves. Through case studies of African, Asian, and Latin American countries, this book examines the ‘global phenomenon’ of recent social protection reforms in low and middle-income areas, and how it differs across countries both in terms of scope and speed of institutional change. Exploring the major domestic and international factors affecting the political feasibility of social protection reform, the book outlines the successes and failures of recent reform initiatives. This invaluable book combines contributions from both academics and practitioner experts to give students, researchers and practitioners in the fields of social security, economics, law and political science an in-depth understanding of political reform processes in developing countries.

Book Global Social Policy in the Making

Download or read book Global Social Policy in the Making written by Deacon, Bob and published by Policy Press. This book was released on 2013-07-03 with total page 208 pages. Available in PDF, EPUB and Kindle. Book excerpt: The global economic crisis continue to dominate headlines, yet measures to build a social floor under the global economy and reform global governance have received little attention. In 2012 the Social Protection Floor was adopted as a global social policy measure ensuring that all could have access to essential health care and income security over their lifespan. This book by the world’s leading authority on global social policy examines why and how the Social Protection Floor became ILO, UN and G20 policy and how the World Bank and IMF took steps to lay its foundation. Bob Deacon explains this development in terms of four influences: firstly, shifts in the global social structure, secondly, processes inside international institutions, thirdly, global actors -sometimes individuals - using their positions to make change, and fourthly, shifting discourses about social protection. This much-needed contribution to the field of global social policy will be of interest to students of international relations, international organization and development studies and should be read by international civil servants in global agencies.

Book Social Protection and Social Development

Download or read book Social Protection and Social Development written by Julie L. Drolet and published by Springer Science & Business Media. This book was released on 2013-11-19 with total page 168 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Social Protection Floor Initiative promotes universal access to essential social transfers and services. Presently 80% of the global population does not enjoy a set of social guarantees that allows them to deal with life’s risks such as unemployment, ill health, and natural disasters. This book explores the importance and necessity of social protection, including key concepts, universal principles and human rights, the need for context-specific policies, the role of adaptive climate change, and country examples. Social protection refers to a set of essential transfers, services and facilities that all citizens everywhere should enjoy to ensure the realization of the rights embodied in human rights treaties. The Social Protection Floor aims to facilitate and accelerate the introduction or strengthening of sustainable context-specific social protection systems. Experiences from countries around the world that have implemented components of the Social Protection Floor provide evidence of its feasibility, affordability, and impact. The promise and success of social protection is important for transformative change, social inclusion, and alliance building, and raises critical questions about current neoliberal austerity measures. This book calls for a comprehensive, multi-dimensional, integrated and innovative policy mix that recognizes the interdependency between demographic shifts, employment, labour migration, social protection, economic development, and the environment.

Book Social Protection Floor for a Fair and Inclusive Globalization

Download or read book Social Protection Floor for a Fair and Inclusive Globalization written by Michelle Bachelet and published by International Labor Office. This book was released on 2011 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: In many ways the power of the social protection floor lies in its simplicity. The floor is based on the idea that everyone should enjoy at least basic income security sufficient to live, guaranteed through transfers in cash or in kind, such as pensions for the elderly and persons with disabilities, child benefits, income support benefits and/or employment guarantees and services for the unemployed and working poor. Together, in cash and in kind transfers should ensure that everyone has access to essential goods and services, including essential health services, primary education, housing, water and sanitation. This report, prepared under the guidance of Ms Michelle Bachelet and members of the Advisory Group, shows that the extension of social protection, drawing on social protection floors, can play a pivotal role in relieving people of poverty and deprivation. It can in addition help people adapt their skills to overcome the constraints that block their full participation in a changing economic and social environment, contributing to improved human capital development and stimulating greater productive activity. The report also shows how social protection has helped to stabilize aggregate demand in times of crisis and to increase resilience against economic shocks, contributing to accelerate recovery towards more inclusive and sustainable development paths.

Book Adaptive Social Protection

Download or read book Adaptive Social Protection written by Thomas Bowen and published by World Bank Publications. This book was released on 2020-06-12 with total page 155 pages. Available in PDF, EPUB and Kindle. Book excerpt: Adaptive social protection (ASP) helps to build the resilience of poor and vulnerable households to the impacts of large, covariate shocks, such as natural disasters, economic crises, pandemics, conflict, and forced displacement. Through the provision of transfers and services directly to these households, ASP supports their capacity to prepare for, cope with, and adapt to the shocks they face—before, during, and after these shocks occur. Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.
