Through eight chapters, it draws on a transnational approach to analyze migratory movements across European borders. The book reviews the chronology of exile and shows how European states welcomed, selected, and expelled refugees. In addition to presenting the point of view of nation-states, it reflects the experience of those migrating. The book addresses departure into exile, captured through the material circumstances of crossing borders in the 19th century, and examines the emergence of new ways to pursue political commitments from abroad. The outcasts are considered in all their diversity, with a prominent place accorded to women and children, many of whom also moved under duress. The book aims to shed light on the forced migrations of Europeans across Europe, while also considering the global dimension, looking at exile to the Americas or the French colonies. A final chapter examines the impossibility or difficulty of returning from exile to one’s country of origin, as well as the a posteriori memorial constructs around that crucial experience.

The Outsiders chronicles every major refugee movement since 1492, when the Catholic rulers of Spain set in motion the first mass flight and expulsion in modern European history. Philipp Ther provides needed perspective on today’s “refugee crisis,” demonstrating how Europe has taken in far greater numbers of refugees in earlier periods of its history, in wartime as well as peacetime. His sweeping narrative crosses the Mediterranean and the Atlantic, taking readers from the Middle East to the shores of America. In this compelling book, Ther examines the major causes of mass flight, from religious intolerance and ethnic cleansing to political persecution and war. He describes the perils and traumas of flight and explains why refugees and asylum seekers have been welcomed in some periods—such as during the Cold War—and why they are rejected in times such as our own. He also examines the afterlives of the refugees in the receiving countries, which almost always benefited from admitting them. Tracing the lengthy routes of the refugees, he reconceptualizes Europe as a unit of geography and historiography. Turning to the history of refugees in the United States, Ther also discusses the anti-refugee politics of the Trump administration, explaining why they are un-American and bad for the country. By setting mass flight against fifteen biographical case studies, and drawing on his subjects’ experiences, itineraries, and personal convictions, Ther puts a human face on a global phenomenon that concerns all of us.

Book excerpt: During the 18th century, visitors would come and attend the British Parliament sessions in order to understand how a representative assembly could technically function, because politics is not only about ideas, but also a lot about practices and techniques. A great deal has been written on the circulation of political ideas during the 19th century, and on the part played by exiles, refugees and military volunteers in this intellectual mobility. However, less is known of what constitutes, in the end, politics: not only ideas, but practices, the material implementation of politics. How does one debate, vote, or demonstrate? What is political representation? How does one “start” a political party, and run it? All the political engineering, of the 19th century, the period of the birth of modern politics, has been the result of an intense circulation of exiles, which, along with bringing in new ideas, borrowed new ways of “making politics”. This is what this book contemplates through a wide range of examples showing how exile turned out to be, during the century of the revolutions, the laboratory of a new political grammar and of political practices resulting in the cross-fertilization between host countries and exiled communities.

Expanding the application of the term Biedermeier, which has been useful in describing this period in German literature, Nemoianu provides a new framework for understanding these years in a wider European context.
