En varios países se han formado agrupaciones femeninas para analizar los presupuestos y presentar las críticas que consideran apropiadas para lograr mayor equidad en la distribución de cargas y beneficios. Se examinan los aciertos y también los errores en lograr sus metas que implican necesariamente una mayor transparencia acerca de quienes soportan las cargas tributarias y quie-nes se benefician de los desembolsos gubernamentales. Por estas razones, este enfoque favorece los intereses tanto de las mujeres como de los hombres.

Researchers from a joint collaboration between the International Monetary Fund and the UK’s Department for International Development presented papers at a 2016 international conference on gender budgeting at the International Monetary Fund headquarters in Washington, DC, and detail the findings of their work here, which draws on published materials, a questionnaire sent to ministries of finance to all International Monetary Fund member countries, and interviews with country officials and international organizations that offer technical assistance to countries seeking to implement gender budgeting. They describe key gender budgeting efforts planning, allocating, and monitoring government expenditures and taxes to address gender inequality in sub-Saharan Africa, Asia and the Pacific, Europe, Latin America and Canada, the Middle East and Central Asia, and the Pacific Islands and Caribbean.

Semi-periphery refers to those nations which are not drivers of change globally, but have enough economic and political security to have some power in determining their own responses to global forces. Individual countries obviously face challenges that are to some extent unique, although the prescriptions for economic and social restructuring are based on a common competitive logic. Remapping Gender in the New Global Order draws on examples from four countries on the semi-periphery of power but still located in the top category of the UNDP’s Human Development Index. At one end is Norway, one of the world’s richest and most developed welfare-states, and, at the other, is Mexico, a country that is considerably poorer and more susceptible to the power of the United States and international agencies. Australia and Canada, the other two semi-peripheral countries examined, are in the middle. Also included are comparisons with the epicentre of the ‘core’ base of power – the United States. The individual chapters focus on the effect on specific groups of people, including males and indigenous groups, the mechanisms people use to both cope with dramatic social changes, and the strategies and alliances that are used to affect the course of changes. It covers topics that range from implications of labour migration on care regimes to globalism’s effect on masculinity and the ‘male breadwinner’ model.

Book excerpt: Gender budgeting is an approach to fiscal policy and administration that integrates considerations of women’s equality and advancement into the budget. Latin American countries have undertaken diverse gender budgeting initiatives, most of them addressing public expenditures. This paper surveys and assesses some key initiatives, including those in Mexico, Mexico City, Ecuador, Bolivia, and El Salvador, and briefly summarizes others. The five key initiatives offer different perspectives on how countries approach gender budgeting. We find that these initiatives are contributing to the reduction of gender inequality and the advancement of women in Latin America, though there is scope to strengthen them.

The present collection of 42 essays and research papers pays tribute to this man of mathematics, science, and natural philosophy as well as to his legacy. The ?rst ?ve essays by B. D. Coleman, E. Giusti, W. Noll, J. Serrin, and D. Speiser were texts of addresses given by their authors at the Meeting in memory of Clifford Truesdell, which was held in Pisa in November 2000. In these essays the reader will ?nd personal reminiscences of Clifford Truesdell the man and of some of his activities as scientist, author, editor, historian of exact sciences, and principal founding member of the Society for Natural Philosophy.
