Book excerpt: NATO’s 2010 Strategic Concept officially broadened the alliance’s mission beyond collective defense, reflecting a peaceful Europe and changes in alliance activities. NATO had become an international security facilitator, a crisis-manager even outside Europe, and a liberal democratic club as much as a mutual-defense organization. However, Russia’s re-entry into great power politics has changed NATO’s strategic calculus. Russia’s aggressive annexation of Crimea in 2014 and its ongoing military support for Ukrainian separatists dramatically altered the strategic environment and called into question the liberal European security order. States bordering Russia, many of which are now NATO members, are worried, and the alliance is divided over assessments of Russia’s behavior. Against the backdrop of Russia’s new assertiveness, an international group of scholars examines a broad range of issues in the interest of not only explaining recent alliance developments but also making recommendations about critical choices confronting the NATO allies. While a renewed emphasis on collective defense is clearly a priority, this volume’s contributors caution against an overcorrection, which would leave the alliance too inwardly focused, play into Russia’s hand, and exacerbate regional fault lines always just below the surface at NATO. This volume places rapid-fire events in theoretical perspective and will be useful to foreign policy students, scholars, and practitioners alike.

Both the annexation of Crimea and the temporary occupation of the Donbas region represent serious violations of the country's territorial integrity and of the wider international legal order. This book contains 13 presentations delivered during the two-day NATO Advanced Research Workshop (ARW) 'Addressing Security Risks at the Ukrainian Border through Best Practices on Good Governance – Sources and Counter Measures', which took place in Kyiv, Ukraine, in February 2016. The workshop consisted of 5 expert panels devoted to various aspects of building the integrity of the Ukrainian border management agencies to enhance the border security of the eastern flank of NATO. The topics of these panels were: the integrity of the security sector in Ukraine; corruption as a security risk in border management; institutional tools to combat corruption in border management; increasing preparedness for cross-border crises; and bilateral and multilateral dimensions of international cooperation to enhance the integrity of border management agencies. The workshop contributed to raising awareness of emerging border security challenges, as well as providing a forum for the close cooperation of and the exchange of knowledge between the most relevant local and international agencies. It also made possible the discussion of issues such as the current refugee crisis and the implications - for security - of corruption in border management in a wider context.

Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

However, at the 2008 Bucharest Summit, the NATO Allies chose not to offer Ukraine a Membership Action Plan. This thesis examines Ukraine's prospects for NATO membership, and investigates the hypothesis that Ukraine's membership aspirations are most affected by two sets of independent variables -- internal and external. The two key internal variables that affect the prospects for Ukraine's accession to NATO are public opinion and domestic politics. The majority of Ukrainian society opposes Ukraine becoming a member of NATO, while political discord within the Ukrainian government may also limit the likelihood of Ukraine's accession to NATO. The two main external variables affecting Ukraine's prospects for NATO membership are Russia and NATO itself. Russia adamantly opposes NATO membership for Ukraine, and may apply economic, social or political pressure against Ukraine if its government continues to pursue membership against Russian wishes. Regarding NATO, it appears that some Allies do not believe Ukraine is ready for membership, while others do not wish to provoke negative Russian reactions.

One need not agree with this judgment to find Pifer's analysis of value. Averting Crisis in Ukraine takes a clear-eyed look at the issues that could cause instability -- or worse -- in Ukraine. But it also recommends practical steps that could increase the prospect that Ukraine will enjoy a prosperous, democratic, and independent future.

Moses was approached on the streets of Bucharest by young Jews seeking help to emigrate to Israel. This became the author's mission until the communist regime fell in 1989. Before that Moses had met periodically with Romania's communist dictator, Nicolae Ceausescu, to persuade him to allow increased Jewish emigration. This experience deepened Moses's interest in Romania--an interest that culminated in his serving as U.S. ambassador to the country from 1994 to 1997 during the Clinton administration. The ambassador's time of service in Romania came just a few years after the fall of the Berlin Wall and the subsequent collapse of communism in Eastern Europe. During this period Romania faced economic paralysis and was still buried in the rubble of communism. Over the next three years Moses helped nurture Romania's nascent democratic institutions, promoted privatization of Romania's economy, and shepherded Romania on the path toward full integration with Western institutions. Through frequent press conferences, speeches, and writings in the Romanian and Western press and in his meetings with Romanian officials at the highest level, he stated in plain language the steps Romania needed to take before it could be accepted in the West as a free and democratic country. Bucharest Diary: An American Ambassador's Journey is filled with firsthand stories, including colorful anecdotes, of the diplomacy, both public and private, that helped Romania recover from four decades of communist rule and, eventually, become a member of both NATO and the European Union. Romania still struggles today with the consequences of its history, but it has reached many of its post-communist goals, which Ambassador Moses championed at a crucial time. Although Russia remains Ukraine2s 3eternal strategic partner, 4 President Yushchenko affirmed his intention to integrate Ukraine into the EU and the NATO. However, EU accession remains improbable due to years of empty Ukrainian reform efforts coupled with recent setbacks within the EU. Consequently, the Ukrainian path into Europe starts with NATO integration. Despite periods of political discord, Ukraine and NATO share a history of military cooperation, and Ukraine would be an asset within the transformed Alliance. After the Orange Revolution, NATO quickly moved to consolidate democracy, promote reforms, and facilitate future Ukrainian integration into Europe. With support, Ukraine may fulfill the necessary conditions for NATO accession in the coming years. However, the notion of NATO membership is still unpopular among Ukrainians, and anti-NATO influence in Ukraine remains significant. The onus remains on Ukraine to take the actions needed to join the Euro-Atlantic and European communities, and long-term success remains uncertain.

These events marked a dramatic shift away from the optimism of the post-Cold War era. The conflict did not escalate to the levels originally feared but nor was either side able to bring it to a definitive conclusion. Ukraine suffered a loss of territory but was not forced into changing its policies away from the Westward course adopted as a result of the EuroMaidan uprising of February 2014. President Putin was left supporting a separatist enclave as Russia's economy suffered significant damage. In Ukraine and the Art of Strategy, Lawrence Freedman-author of the landmark Strategy: A History-provides an account of the origins and course of the Russia-Ukraine conflict through the lens of strategy. Freedman describes the development of President Putin's anxieties that former Soviet countries were being drawn towards the European Union, the effective pressure he put on President Yanokvych of Ukraine during 2013 to turn away from the EU and the resulting 'EuroMaidan Revolution' which led to Yanukovych fleeing. He explores the reluctance of Putin to use Russian forces to do more that consolidate the insurgency in Eastern Ukraine, the failure of the Minsk peace process and the limits of the international response. Putin's strategic-making is kept in view at all times, including his use of 'information warfare' and attempts to influence the American election. In contrast to those who see the Russian leader as a master operator who catches out the West with bold moves Freedman sees him as impulsive and so forced to improvise when his gambles fail. Freedman's application of his strategic perspective to this supremely important conflict challenges our understanding of some of its key features and the idea that Vladimir Putin is unmatched as a strategic mastermind.

Despite Ukraine's pluralistic reforms, considerable democratic advances and President Victor Yushchenko's continuous assertion of the high priority given Euro-Atlantic integration in Ukrainian foreign policy, NATO does not perceive Ukraine as a potential ally. In addition, the majority of the Ukrainian population holds a distorted and negative image of NATO and objects to the idea that their nation will join the Alliance. The politico-psychological realm of international relations theory offers a framework to demonstrate the importance of images in NATO-Ukraine relations and thus explains the puzzling nature of Ukraine2s relationship with the Alliance. Historically, NATO's perception of Ukraine focused on Ukraine's international behavior and foreign policy motivations, and this perception affected the forms of cooperation the Alliance proposed to Ukraine. Unless Ukraine is perceived as a stable ally, it will not be invited to be part of the NATO Membership Action Plan, and the main priority of Ukraine's foreign policy6full integration into European and Euro-Atlantic institutions6will remain impossible. Being seen as a NATO ally, as well as reversing the Ukrainian public's negative view of the Alliance, is a major responsibility of the Ukrainian leadership. However, it is also crucially important that Western democracies keep the door open for Ukraine.

The author draws upon this mixed picture to suggest a framework focused on key areas in need of reform as well as key conditions that facilitate the achievement of reform objectives. The result is a richly developed monograph revealing Ukraine's main strengths as well as obstacles limiting the improvement of its military capabilities. Ukraine's interests in the East and West, along with the reality of its divided society, shape the outcomes to date and constrain the future of its Euro-Atlantic orientation.
