Book excerpt: Ukraine's parliamentary elections on 26 October 2014 seem set to be the most important and most challenging the country has ever held. In addition to the conflict in the East and the ongoing political crisis, there are deep-rooted economic and societal hurdles, as well as the continuing external threat emanating from Russia. For the first time in Ukraine's history, the presidential election of Petro Poroshenko in May gave many Ukrainians new hope. His victory seemed to unite the country, being the first president to have won in most of the regions despite the ongoing conflict in the East. However, with many corrupt elites still in power, reforms have become hostage to vested interests and in-fighting which has raised fears of 'business as usual'. This situation is fostering mistrust among people who supported Maidan, while further reinforcing the mistrust of those who did not.

Therefore it will not only analyse parliamentary elections but also presidential elections. The presidential - parliamentary system of Ukraine (until 2005), with crucial powers of the president is determining presidential elections as important, even if parties itself play a less important role than candidates. Change of interests also can be visible by voting for one or another candidate at least for major cleavages in the society. Presidential elections also normally work for the consolidation of party competition (Harasymiw 2002). The first part of this work will lay the theoretical ground for the analyses of voter preferences in Ukraine. It will deal with a generalization of interest building theory and a more closer view on transforming post-communist societies. Furthermore it will present two concepts which are important in explaining the interconnection between society and political interests. The first concept deals with class inequalities as base for class specific interest and voting behaviour. But this concept cannot give enough explanation for the case of Ukraine, due to its special political development in general and its different historical experience during Soviet times. Therefore I will present a second concept; the concept of cleavages. It is more genereal in describing the connections between specific interest and voter preferences and therefore more useful than the former concept. In the second part of this paper I will analyse the parliamentary and presidential elections of Ukraine until 2006. The peaceful transfer of power from Leonid Kravchuk to Leonid Kuchma in the election of 1994, followed by the adoption of a western-style democratic constitution in 1996, seemed to complete the picture. But the Kuchma presidency was soon clouded by dark rumors of corruption and even political murder, and by 2004 the country was in full-blown political crisis. The United States devoted greater attention to Ukraine than any other post-Soviet state (except Russia) after the breakup of the Soviet Union. Steven Pifer, a career Foreign Service officer, worked on U.S.-Ukraine relations at the State Department and the White House during that period and also served as ambassador to Ukraine. With this volume he has written the definitive narrative of the ups and downs in the relationship between Washington and newly independent Ukraine. The relationship between the two countries moved from heady days in the mid- 1990s, when they declared a strategic partnership, to troubled times after 2002. During the period covered by the book, the United States generally succeeded in its major goals in Ukraine, notably the safe transfer of nearly 2,000 strategic nuclear weapons left there after the Soviet collapse. Washington also provided robust support for Ukraine’s effort to develop into a modern, democratic, market-oriented state. But these efforts aimed at reforming the state proved only modestly successful, leaving a nation that was not resilient enough to stand up to Russian aggression in Crimea in 2014. The author reflects on what worked and what did not work in the various U.S. approaches toward Ukraine.
